This article reports on a conceptual model that provides insight into the relationship between Twitter use by community policing officers and citizens’ safety perceptions. The model has been tested using data from a relatively large-scale survey study and these results are supporting the model. Furthermore, a small impact of Twitter use has been found on feelings of safety and judgments about the police. To confirm these findings, further research on a larger scale is necessary. To find out more about the exact positive and negative effects of Twitter use by community policing officers, a more experimental design is required. |

Professionals dealing with crises are more or less forced to a next level of crisis communication and crisis management. This is because of the influence of social media. Messages on Twitter, Facebook and other social media can have a significant impact on the course of developments during a crisis. Sometimes in a positive way, when help is mobilized quickly and people can be informed almost instantly. On other occasions the impact is more negative, when for instance rumors lead to false accusations or threats. In the past several years, crisis management authorities have built up more experience with the use and application of social media and monitoring tools. There are still cases where officials and professionals are taken by surprise because of the shift stream of messages and their impact on public opinion and crisis control. But also lessons have been learned, e.g. in terms of online and offline reactions, cooperation with the public, and rumor control. |

Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful. |

De discretionaire ruimte bij het gebruik van geweld: hoe kleiner, hoe beter? |

First line police officers need a certain amount of discretion as they have to deal with various and complex situations on a daily basis. In this article the author examines the extent to which police officers have room for discretion in their use of force. We start from Mastrofski’s proposition that in case of decisions to use deadly force (use of firearm) police officers’ discretionary space must be restricted as much as possible. In case of less intrusive use of force, police officers may have more room for discretion. We used data from a small survey in three local police forces in Belgium to examine whether police officers have similar opinions on the decision to use their firearm – in comparison with the decision to use lower levels of force (non-firearm/non-lethal). Furthermore, we compare police officers who are highly trained in the use of force, with less trained police officers. Our results indicate that police officers are indeed more univocal when it comes to decisions to use their firearm, especially in case of more trained police officers. |

Although group workers in juvenile correctional facilities (JCFs) are restricted in their actions by many rules and regulations, they still have the opportunity for tailor-made actions. Based on Lipsky’s (2010) theory of ‘street-level bureaucracy’ this article explains what this discretion means for group workers in JCFs and how they deal with it. Based on 24 interviews with group workers, this article outlines how they exercise discretion in a context where group dynamics and dealing with emotions affect their actions to an important degree. In addition, this article describes how group workers deal with dilemmas they encounter. |

SamenvattingAuteursinformatie |
The editorial introduction to this special issue on street-level bureaucracy (36 years after the publication of Michael Lipsky’s book) draws attention to the important role of frontline workers in the implementation of policy in practice. The two narratives as distinguished by Maynard-Moody and Musheno (2000) – that of government as an institution and that of the frontline workers themselves – are discussed in the light of the use of discretionary power by the frontline workers. The various dilemmas that the frontline worker encounters while doing so are briefly introduced and the role of the emergence of New Public Management and the resulting public-private partnerships since the eighties discussed. |

SamenvattingAuteursinformatie |
Crime victimization risk is usually calculated by dividing the number of crimes by the size of the local population. This procedure does not account for the mobility of the residents. We develop and apply an alternative procedure that divides the number of crimes by the number of people actually present: the ambient population. The ambient population includes commuters, tourists and other visitors. The regular and the alternative crime rate measures of the four largest cities in the Netherlands are compared using data of the ‘AD Misdaadmeter’. We find that ambient populations are larger than residential populations, in particular in Amsterdam. The differences are small however, and the increased effort of calculating ambient populations does not compensate the increased precision in crime measures. For comparisons between annual crimes rates of cities or municipalities, it is sufficient to divide numbers of crimes by populations. |

Street-level bureaucracy en verwijzingen naar gedragsinterventies in Nederlandse penitentiaire inrichtingenDiscrepanties tussen beleid en praktijk |

Auteurs | Anouk Bosma MSc, Dr. Maarten Kunst, Dr. Anja Dirkzwager e.a. |
SamenvattingAuteursinformatie |
Studies indicated that detainees are not always allocated to treatment programs based on official guidelines. Street-level bureaucracy theory suggests that this is because government employees do not always perform policies as prescribed. This study aimed to assess whether this also applies to the allocation of offenders to treatment in Dutch penitentiary institutions. This was studied among a group of 541 male prisoners who participated in the Recidivism Reduction program. The results showed that official policy guidelines were, in most cases, not leading when referring detainees to behavioral interventions. Instead, treatment referrals were influenced by a broad range of risk factors, as well as the length of an offender’s sentence. |

In the Netherlands there is a tendency to make use of the methodology of conferencing circles in case of domestic violence and abuse. The 2009 evaluation showed positive results and since then the approach has been improved, giving way to an increase of requests coming from justice (related) authorities. The underlying approach and caveats are discussed, portraying Eigen Kracht-conferences as an adequate means to unravel the complex phenemenon of domestic violence and abuse, calling upon significant others. |

Tackling honour related violence is part of the Dutch policy on domestic violence. On the police level a centre of expertise was installed, the LEC EGG. Next to strategies with regard to detection, the LEC EGG has put forward instructions with regard to the application of police mediation in cases of honour related violence. These rules, the ‘7 golden W’s’, are presented and discussed, paying attention to the institutional role of the police. |
