Het contact tussen gedetineerden en interne en externe re-integratieprofessionals in Nederlandse penitentiaire inrichtingen

    Prisoners often encounter multiple barriers when returning to society, resulting in higher risks of recidivism. To overcome these barriers, prison-based and community-based professionals assist with preparation for release. Prison-based professionals, such as the case manager and mentor, screen and monitor the problems regarding work and income, housing, healthcare, financial debts and valid identification. Community-based professionals, such as municipal officials, parole officers, healthcare professionals and volunteers, can provide additional and specialized help. First, this research discusses the current policy of the Dutch Custodial Institutions Agency (DJI) and the role of different types of professionals. Second, it presents a nationwide picture of the extent to which prisoners report contact with prison-based and community-based professionals, and to what degree prisoners appreciate this contact. The results are specified for various types of regimes and time served and are based on 4308 prisoner surveys of the Dutch Prison Visitation Study (DPVS), part of the Life in Custody Study (LIC-study). It turns out that most prisoners seem to be in close contact with prison-based professionals and that prisoners positively value this contact. However, contact with community-based professionals is limited and prisoners are somewhat dissatisfied about their contact with parole officers and municipal officials. Furthermore, the amount of contact differs across various types of regimes and time served. In particular, individuals who recently entered prison report less contact. To conclude, policy implications will be discussed.

    Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected.

    The most important mechanism for crime prevention is just the presence of guardians. Some counter arguments against this thesis are discussed and rejected. By manipulating the presence of guardians it is possible to influence the level of prevention. It is argued that a large scale evaluation of such measures is wanted.

    In this article we examine which factors are correlated to the rehabilitation of prisoners. Central is the prisoners’ willingness during their imprisonment to work on a successful return in society. Assumptions derived from the theory were statistically tested with data from the Dutch Detainee Survey 2014; a large-scale study, in which prisoners held in all Dutch penitentiary institutions (N = 29) were surveyed (n = 2120). The results are in line with the theory and show that detainees are more positive about their (potential for) rehabilitation when they are more satisfied with a) the way they are treated by correctional officers (staff orientation); b) active deployment of the so-called Detention and Re-integration Plan; c) their daily program and activities, and; d) the experienced autonomy and personal decision-making. These outcomes offer fruitful perspectives on how the prison system can promote a successful return of prisoners in our society.

Mediaberichtgeving over calamiteiten: de magie meester?

    Authorities are increasingly challenged by the globalised media to improve their way of communication to the public. This applies particularly for the management of calamities. In the past government was acting at the top of the information pyramid, but this is no longer the case. Professionals and citizens have become more self reliant and active in collecting information. The hierarchical communication structure has been replaced by a network structure. In case the government is not handling this changed situation adequately it is likely to result in loss of authority and of communication efficiency.In this paper results are presented of two studies carried out in the period 2005-2007 involving in total 110 calamities. The general purpose of the study was to analyze the changing communication landscape of risks and calamities in order to provide government authorities with recommendations to improve communication effectiveness e.g. by applying communication instruments adapted to the new situation. In this context the predictability of the size of the media attention for a calamity has been assessed. If media attention can be predicted in an early phase of the calamity this will provide extra reaction time to authorities and may help to e.g. nominate a spokesperson at the right level from the beginning.The results show that media attention can be reasonably well predicted on the basis of a limited number of criteria. Powerful predictive criteria are e.g. economic damage, number of evacuated people, and a general criterion called the magic factor. This is a container criterion including aspects such as newness, hugeness and related aspects which have as common denominator that they stimulate imagination and have a highly emotional content.Although the study focused on external safety calamities the predictive methodology is also applicable for other types of calamities which have similar time-space characteristics, such as terrorist attacks. Media will however never be completely predictable. Therefore intuition, local expertise, and repeated assessment of the likely media attention are needed to come to a reliable overall judgement.
