Effecten van de COVID-19-lockdown op sociale stabiliteit: wat leren we van data van de meldkamers?

    In this article, we investigated the effects of the Covid-19 crisis and lockdown on social stability within the individual level, group level and society level. To investigate these effects, data from incident reports of emergency services (i.e., police, fire brigade and ambulance) in the South of the Netherlands from 2018 to 2020 were collected. An incident is defined as an unique notification with deployment of one or more emergency service(s). Incidents were categorized according to the standardized classification LMC 6.0. We investigated regional differences from 2018 to 2020 using monthly time trends. On the individual level we found a time trend in accordance with the onset of the lockdown, with a decrease in property crime operationalized as theft, burglary and robbery, and an increase in psychological effects, operationalized as suicide attempts and nuisance by a person. On the group level, operationalized as incidents nuisance by youth, noise, fireworks and vandalism, we found a time pattern with an increase in incidents coherent with the lockdown period. On the level of the society, operationalized as incidents public order, conflicts, violence and explosives, we also found an increase in incidents coherent with the lockdown period. We conclude that incident reports of emergency services give additional insight in the effects of a lockdown on social stability.

    It has been proposed that when people perceive their treatment by criminal justice actors as more procedurally just, they will be more likely to comply with the law. Existing research mainly focused on the police or the judge. This longitudinal study examined how prisoners experienced their treatment by five different criminal justice actors using data from the Prison Project. The prisoners were most positive about the procedurally fair treatment by their lawyer and least positive about the treatment by the police. Additionally, the perceived treatment by the police was associated with the treatment by other actors at subsequent moments.

    Climate litigation is an understudied phenomenon in criminology. In this article we will discuss the rise of climate change litigation and growing recognition of global environmental harms from a green criminological perspective. More specifically, we will discuss both the legal reasoning and the impact of the Urgenda case in the Netherlands in the context of environmental, ecological and climate justice. We will conclude with how this case contributes for the recognition of diverse climate victims and strengthening of climate justice in the near future.

    This article analyzes the opinion of twenty-four Surinamese ex-convicted young men on restorative justice. The results were obtained through four focus group sessions and a concise survey form. The factors (a) type of offense, (b) seriousness of offense and (c) prevention of recurrence were discussed. The opinions are divided, but the majority is of the opinion that restorative justice can mainly work for serious and violent crimes. Fear of revenge appears to be a barrier to participation. Employment has been indicated as the key to real recovery of the offender and prevention of recidivism (and thus satisfaction for the victim). The results provide insight into the susceptibility to restorative justice among this specific group in Suriname.

    This qualitative study examines how criminal careers in cybercrime start and can be explained. Based on offender and expert interviews, the authors conclude that traditional factors linked with the initiation, such as a maturity gap (for juvenile offenders) and opportunism (for adult offenders), in combination with different types of (online) disinhibition – social, technical, situational and psychological – can explain the start of a criminal career. Features of the digital context appear to play a major role in the development of a criminal career and this requires more online supervision and education about – among other things – legal alternatives and the risks and boundaries of the online environment.

    The current study investigates the relationship between the Dark Triad personality traits (consisting of narcissism, psychopathy and Machiavellianism) and three different forms of aggression: online aggression, overt aggression and relational aggression. The sample consisted of 1,051 adolescents between 12 and 16 years old. Results show that psychopathy and Machiavellianism are positive predictors of the three forms of aggression, while narcissism is a positive predictor of online aggression only.

    The aim of this study was to investigate the scale and network structure of prostitution in the northern provinces of the Netherlands. This study tries to answer three research questions – using a social network analysis – about (1) the size of the prostitution network, (2) the formation of subgroups, and (3) key positions within the networks. The findings show that approximately two thirds of the researched prostitution networks is still unregistered, while there are indications that the outcome of the estimate is in line with the actual situation. Furthermore, results show that prostitutes have a tendency to form subgroups on the basis of the same nationality, which indicates that homophily plays a role in the formation of subgroups. The identification of the actors who occupy key positions in the network were based on the key player problem (KPP). A striking finding was that organizers of prostitution (such as pimps) did not have a central position in the networks. These findings provide insight into the way in which prostitution is registered, and provide points of departure for interventions to disrupt the network or, on the contrary, to strengthen it.

    In this article, an analysis is made of two response models for different forms of abuse and violence that occurred in the past on children in institutional settings. Two programmes are compared, as they operated during last 10 years in Belgium: on the one hand the Centre of Arbitration for sexual abuse and violence in the Catholic Church at the national level, on the other hand the Commission for Recognition and Mediation for various types of abuse and violence in youth and educational institutions and other organisational contexts in the Flemish Community. Both models are analysed and compared at the conceptual and empirical level from a restorative justice approach, looking at the elements that may reveal a certain form of restorative justice and/or may contain lessons for the further development of restorative justice. The background and origins of both programmes are presented into detail, followed by a comparison with respect to the political options on the basis of their creation, the composition of their boards, their scope of application and their procedures. Some numbers and characteristics of cases dealt with are presented.
    The analysis of both models points at the presence – in varying degrees – of important restorative justice elements as provided in the international literature. However, restorative justice standards are more prominent in the Flemish Commission for Recognition and Mediation as compared to the national Centre of Arbitration for sexual abuse in the Church. Both programmes also demonstrate that restorative action is needed at different, mutually interwoven levels: the personal (micro) level, the institutional (meso) level and the societal (macro) level. At the institutional and societal level the transformative potential of the interventions is very much needed, but also most challenging in terms of the development of effective restorative methods.

    Throughout the last decade several cyclists have published memoirs in which they account for their doping use. In previous literature such autobiographical accounts have been characterized as attempts of fallen sports stars to sanitize their spoiled public image. In contrast, the analysis in this article will show that the accounts are of relevance when it comes to understanding the problem of doping in professional cycling. Their accounts break the omertà regarding doping, providing insights about the motivation and opportunity structures behind doping and how such structures are endemic to the system of professional cycling.

    In this contribution, the authors take stock of the many diverse restorative justice programs that have been implemented in many countries, worldwide, over the past twenty years, and that have involved a number of problems. The authors hope the new UNODC Handbook on Restorative Justice Programmes to be as successful as the previous edition in promoting new ways to apply restorative justice principles in criminal matters and helping practitioners benefit from each other’s experience.

    Sexually transgressive behavior occurs in all sections of society, including sports. That includes behavior from making sexual comments to rape. A risk factor is the culture that can prevail in sports, also known as a disruptive culture. There is normalization of deviant behavior. The top sport culture is particularly vulnerable to unacceptable behavior. In this article we will consider the phenomenon of grooming by the coach – the conscious and movement that induce the minor to engage in sexual contact. Within top sport, the opportunity for (sexually) transgressive behavior will be the determining factor. While grooming in recreational or recreational sport is often by isolating (vulnerable) children from the group, grooming can occur in top sport because of the intensity of the relationship, which is in any case of a more closed nature and can be strengthened by the strong performance-oriented top sport culture. In both cases, an alert, open environment is necessary to create a safe sports climate.

    The 20th anniversary of this journal is a good reason to glance back at developments with restorative justice for children and young people. Can we say that restorative youth justice has become mature? Some core events and articles about developments in Belgium, the Netherlands and elsewhere are discussed, paying attention to young suspects as well as victims. Subsequently, the embedding of restorative justice in youth laws is discussed. Finally, the article focuses on the question what should be done to improve the implementation into an effective, child friendly and ‘rights based’ youth sanction model.

    This article examines expressions of conspicuous consumption on 19 recent releases by the most popular Dutch rap artists of 2018. In line with Veblen’s (1899/2017) notion of conspicuous consumption, our content analysis of these rap lyrics shows that Dutch rappers ‘spend’ their money on all kinds of ostentatious and eye-catching luxury goods such as designer clothing and jewelry (‘drip’), cars or holidays, but also that rappers ‘stack’ some of the money they earn by putting it aside. Our results indicate that these expressions of conspicuous consumption seem to be rooted in, and fueled by, experiences with poverty, stigmatization, and discrimination.

    In this study we examine whether parental monitoring remains a protective factor in the lives of emerging adults, as well as the extent to which monitoring in other settings replaces the protective role of the parents. We use data collected for the TransAM project, a longitudinal survey of 970 emerging adults (18-24 years) to examine monitoring in a range of different contexts using an instrument based on Stattin and Kerr’s parental monitoring scale (2000). Results indicate that whilst parental control plays a protective role in the first years of emerging adulthood, we find no evidence that monitoring in other settings replaces the protective role of parents. However, monitoring of the self, i.e., self-control, has an increasingly strong relationship with delinquency during emerging adulthood.

    A recent rehabilitation theory, the ‘Good Lives Model’ (GLM), states that interventions that work towards a higher well-being can reduce recidivism risk more sustainably by promising a happier, pro-social life, rather than just a less harmful one. Although the GLM theory appears promising, limited empirical research has examined its underlying assumptions, applicability and its effectiveness. Research into the GLM with youth is even more limited. Therefore, in the current study, we investigate the main etiological assumptions of the GLM in a large group of adolescents between 14 and 18 years old from the general population (N=5.776), by means of self-report survey data on well-being, primary human goods and delinquency. The results show that a lower subjective global well-being is related to delinquent behavior. Especially the primary human goods of relatedness and working towards a financially stable future appear to be important goals for interventions aimed at rehabilitation of juvenile offenders.

    Young people’s delinquent behavior remains a social problem of concern to parents, local residents, teachers, police officers and administrators. With respect to effective interventions, the dominant focus is on ‘what works’. Relatively little is known about ‘who works’. In this study, based on a survey of 679 vmbo-pupils, it was investigated to what extent receiving ‘sternness with love’ from a professional may contribute to mitigating delinquency. For this research, unique graphically supported measuring instruments were developed that enable participants of the target group – including those who suffer from mild intellectual disabilities – to independently fill out the questionnaire. The results based on regression analyses suggest that there is no support for the supposed contribution of the interaction between sternness and love or of the three-way interaction between delinquent friends, sternness and love in explaining the variance of delinquent behavior. The results further show that having delinquent friends is related to participants’ delinquency. The results of these analyses also suggest that the relevant professional’s approach with ‘sternness’ or with ‘love’ moderates the relationship between delinquent friends and committing theft.

    Given that the social life of youngsters develops more and more online, attention for cybercrime has grown as well. However, no Flemish data is available yet. This study uses data from two representative samples of the Flemish youth to research the prevalence and risk profiles of on- and offline crime. Compared to offline crime, online crime is relatively limited. In addition, results showed that online offenders had the least severe risk profile, while offenders of both on- and offline delinquency had the most severe profile. For victimization, it appeared that it is important to consider individual types of offences, since complex differences were found between various crime types. These results indicate a limited, but not ignorable, occurrence of online crime, and a difference in risk profiles for offline and online crime.

    Studies investigating peer influence on risk behaviors, such as antisocial behavior and substance abuse, mostly study the amount of change in which adolescents adapt their risk behavior to become more similar to their friends. Onset of risk behavior, changing form having no experience to having any experience with risk behavior, has been studies far less. This study investigates friends’ influence on the onset of risk behavior and their influence in changes in risk behavior. Hypotheses were tested using SNARE (Social Network Analysis of Risk behavior in Early adolescence) data (N=1.144), containing information on risk behavior (i.e. antisocial behavior, alcohol use, and tobacco use) and friendship networks at three timepoints during the first year of secondary education (Mage= 12.7; SD=0.47). Analyses, using longitudinal social network analysis (RSIENA), showed that although adolescents adapt their risk behavior to become more similar to their friends, they are not influence in by their friends in the onset of risk behavior. These findings suggest s more nuanced role of friends in the onset of risk behavior. Interventions aiming at friends might benefit from differentiating between the onset and further (dis)continuation of risk behavior as these friendship influence processes might be less relevant for the onset of risk behavior.
