    Policy coherence in the area of safety and justice – A longitudinal analysis of service delivery per euro spent in the S&J sector during the period 1980-2016

    In the safety and justice policy area, there is a strong intertwining between performances of the various sectors, such as police, judiciary and prison system. The question is whether policy takes these interdependencies into account sufficiently. Are the resources used – from a broader wealth perspective – optimally allocated amongst the various safety and justice provisions? The authors answer this question on the basis of an integrated time series analysis of the productivity development of the Dutch safety and justice system in the period 1980-2016. The analysis shows that productivity of safety and justice services has hardly changed since 1980. At best, in 2016, citizens will receive as much value per euro of taxpayers’ money as in 1980, but probably slightly less. It is striking, however, that the S&J system as a whole operates more efficient than the sum of its parts (the individual sectors). There have been substantial changes in the allocation of resources over time. Obviously money from the police was transferred to the judiciary and municipalities.


Jos Blank
Jos Blank is voormalig hoogleraar Productiviteit van de Publieke Sector aan de Erasmus Universiteit Rotterdam, Associate professor aan de TU Delft en voorzitter van de stichting Instituut Publieke Sector Efficiëntie Studies. Hij is een erkende autoriteit op het gebied van productiviteitsmeting in de publieke sector en treedt al decennialang op als adviseur voor politici, beleidsmakers en vertegenwoordigers van publieke instellingen en organisaties.

Alex van Heezik
Alex van Heezik is sinds 1993 zelfstandig onderzoeker op het terrein van de publieke dienstverlening. Hij richt zich daarbij voornamelijk op het uitvoeren van historische beleidsevaluaties en (kwantitatieve) trendanalyses. De doelmatigheid en productiviteit van het beleid staan hierin vaak centraal.

    Hesdy Gerges is a heavyweight kickboxer whose career was interrupted because of his involvement in an cocaine transport. This article is analyzes the biography of this top fighter, describing the macro context of an expanding market for full-contact martial arts, the meso level of the gym and its relation to the criminal milieu, and the fighter and his body on the micro level. Hesdy is used to set an example, and since it takes more than seven years to reach a verdict, the impact on his private life and his career as a fighter is large. The study is based on participant observation and 33 interviews, twenty of which with the protagonist.

    Loïc Wacquant conducted ethnographic research in the ghetto of Chicago and describes the route to social mobility that black boxers try to follow as they train in the gym and build body capital. Based on similar research methods, this article compares the black boxers to two episodes of kickboxing in Amsterdam. Wacquant is not hopeful when it comes to social mobility of the boxers, as he sees their boxing careers as confirmation of their low position in society. In the first Dutch episode, kickboxers manage to combine body work in the gym with working in the nightlife economy. They make money but are unaware of the danger of getting involved in criminal activities, and a number of fighters end up in prison or even dead. Currently, kickboxing is very popular with young Moroccans. Having seen what went wrong in the previous episode, Moroccan trainers keep a close watch on their pupils, and make sure they realize that what happens outside and after kickboxing is what really matters.

    The authors discuss reparations, with particular attention to programs launched to do justice to the victims of the Holocaust. While focusing on the compensation scheme of the Dutch Railways to the victims of the transports during the Second World War, they examine in which respects the suffering and victimization of some victim groups are not or insufficiently recognized. They compare the establishment of the compensation scheme and the procedure for repayment with findings from victimological research into the recognition of victimization and reparation, including the symbolic value of compensation, recognition of suffering, inclusion and exclusion of stakeholders, and victim participation. The analysis concludes with a few considerations about how secondary victimization could have been prevented.

Manon Bax was tijdens het schrijven van haar artikel verbonden aan INTERVICT, Tilburg University, als promovendus. Momenteel zet zij haar promotieonderzoek naar de ontwikkeling van collectieve herstelmaatregelen voort bij het Nederlands Studiecentrum Criminaliteit en Rechtshandhaving.

Mijke de Waardt
Mijke de Waardt was tijdens het schrijven van haar artikel verbonden aan INTERVICT, Tilburg University, als Assistant Professor Victimology and Transitional Justice. Momenteel werkt zij als onderzoeker bij het Nederlands Studiecentrum Criminaliteit en Rechtshandhaving. Zij is hoofdonderzoeker in onderzoek naar de impact van herstelmaatregelen op het leven van slachtoffers van grootschalige mensenrechtenschendingen in (post-)conflictsamenlevingen.

    In this article, the questions why scientific misconduct has become a subject of criminological research and how scientific misconduct relates to a production-oriented academic culture are examined. It is argued that the current academic career path produces an anomic academic culture. The authors further examine the slippery notion of the term ‘scientific misconduct’ and conclude that questions about the prevalence or increase of scientific misconduct are hardly answerable. They also point at a number of undesirable side-effects of the emerging culture of distrust and control in academia, amongst which socially disengaged, highly predictable and little innovative research. They end with a plea to recapture a truly academic culture.

    Recent years have seen a growing interest in scientific malpractice. In the Netherlands, for example, several major cases of plagiarism, fabrication of data and falsification of findings have come to light. The scandal surrounding the Dutch social psychologist Diederik Stapel, who simply made up the results of empirical research, prompted worldwide attention. As a result of these scandals, universities have, in the past few years, increased their efforts to better ensure the integrity of scientific research. In this process it is sometimes overlooked that scientific integrity is not a clear-cut concept. By examining three ethical issues relevant to criminological research, this article aims to illustrate that the assessment of integrity is a complicated matter. The first dilemma relates to maintaining confidentiality: how to ensure that the privacy of respondents is protected and the research will not harm their interests? The second dilemma has to do with the degree of openness and transparency required from the viewpoint of scientific accountability. How transparent can one be when it comes to conducting scientific research based on secret information and closed sources that are only accessible to the researchers? Finally, the third dilemma concerns the independent position of criminological research. What are the possibilities and limitations of free and independent research in the field of criminology?
