    Traditionally, the mayor has an important role as a citizen’s father and as a maintainer of public order. In the context of the so-called ‘undermining’ criminality, the mayor has been increasingly empowered with new legal instruments to combat undermining criminality. Some mayors see themselves as a sheriff. However, in the Dutch Municipal Act, the mayor only has a task of maintaining the public order. How does this task relate to combating undermining criminality? What is the role of the mayor in the combat of undermining criminality? Nowadays, there is no legal basis in the Dutch Municipal Act to equip the mayor with crime-fighting duties. This article proposes to equip the mayor with a legal duty as a crime fighter.

    This contribution reports on a delimited part of a larger, exploratory study, the main question of which was: How do aldermen perceive threats, what are their behavioral intentions and what is the influence of threats on the process and the outcome of decision-making? This question was answered with the help of Q methodology, semi structured interviews and case studies. This article discusses the results of the case studies and semi structured interviews on the impact of threats on decision-making. In two of the investigated cases (N=3) there are indications that the threats affect the decision-making process. The first case involves risk-avoiding behavior. In the second case there is a stronger conviction and hardening of opinions. There are no indications that threats affect the outcome of the decision-making process. The political administrative system that we have in the Netherlands is able to counteract improper influence. This is due to various elements in the system such as the boldness and the results-focused attitude of civil service (case 1) and the mayor and aldermen (case 2 and 3) and the design of the rules and procedures (case 1, 2 and 3).

    Forensic psychiatric treatment plays a mayor role in keeping society safe. However, the expectations about what can be achieved with forensic treatment do not seem to be realistic. This complicates the chances of a successful re-socialization. It is foreseen that the number of patients will increase significantly in the upcoming years.
    More effective treatment programs and instruments for risk assessment are needed. For this, the causal relationship between psychopathology and delinquency must be better understood. This requires more criminological research.

    Based on a retrospective analysis of six large scale and fatal fires in the Netherlands, an improvement in terms of meeting the needs of victims can be seen. A comparison of the legal settlement of these fires shows mayor differences in the fulfilling of different aspects of social justice that are identified in social psychology. Two victim needs commonly associated with retributive justice – financial compensation and a thorough, neutral investigation into the causes of the disaster – were fulfilled to a higher degree after the most recent fires than after those that occurred decades ago. The legal settlement after the New Year’s fire in Volendam (2001) appears – at least on paper – to have been more just from the victim’s point of view than the ones after the other incidents. Empirical research into the experienced social justice after the New Year’s fire can be valuable to assess the factors that can lead to a just settlement after disasters.

    Several authors fear that the expansion of Dutch mayors’ executive powers in the field of safety and security will harm their position as non-partisan and consensus-oriented leaders. Empirical research into how mayors use their powers, however, is still rare. From a leadership perspective, the current article analyzes how mayors in the region of South East Brabant in Netherlands use their administrative power to close homes involved in drug-related crime. Drawing on Fischer’s framework of discursive practices, we analyze mayors’ considerations in terms of the argumentation they provide for closing homes. Our analysis, which draws on interviews and document analysis, covers 27 cases from the police region of South-East Brabant and includes 120 considerations. Our findings indicate that mayors vindicate home closures mostly through policy-derived technical and situational argumentations. Vindications that aspire a particular societal effect, such as the reduction of criminal activity, or ideological motivations are rarer, which is indicative of a non-decisive leadership style. In addition, mayors mostly respect the local closure policies. As such, they show very little decisive and individualistic leadership. And, to the extent that they deviate from agreed-upon regional policies, their motivation is to be able to take into account unique local circumstances. In the use of their administrative powers mayors, thus, show mostly situational and adaptive leadership, which, rather than as visionaries, positions them as caretakers. The leadership style of Dutch mayor in the use of this administrative power is, thus, much more in accordance with their traditional bridging-and-bonding leadership style than some authors suspect. Some of the limitations of our study are that we have analyzed closure decisions from one region only and that real-life decisions are susceptible to contextual influences. At the same time, our study provides a rare insight into real-world mayoral leadership in the Netherlands in the field of safety and security.

    The operational leader, the ‘gold commander’, fulfils a crucial function in crisis- and disaster management in the Netherlands. He is held responsible for the total coordination of all collaborating emergency services and supports/advises the Mayor, the Commander in Chief. Unfortunately, this function has never been very effective in practise, as shown by many evaluations. From a scientific point of view, it is easy to understand why the operational leader cannot be effective in the Dutch crisis management organisation. The operational leader has no authorities and has been seated in an emergency operation centre far from the Mayor. This article examines why this issue has not been solved, despite 30 years of studying and adjusting the Dutch crisis management organisation.

    Following a crisis, questions are often raised about how this crisis could have happened and whether someone is to be blamed for the crisis or its bad management. The blame game can become fierce as actors try to avoid, shift or mitigate blame in order to stay in office. In 2014, a festival took place in Haaksbergen where a monster truck drove into the audience, killing three people and injuring many others. Not enough safety measures had been taken to prevent the tragedy. Many actors were to blame for that, including the local authority which had granted the permit. Other actors blamed for the events were the mayor, the monster truck driver, and the organization organizing the festival. In the end, the mayor of Haaksbergen resigned. Instead of becoming more accommodative in his response as his blame levels increased, the mayor continued to be quite defensive, stating that the permit would be granted again – even with today’s knowledge. As one council member stated it, one cannot defend something which cannot be defended.

    Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful.

    The theme of governing anti-social behaviour and incivilities in the public space became more important on the policy and research agenda over the last twenty years. This article describes the law on incivilities in Belgium, namely the ‘administrative communal sanctions’ (GAS). This law is studied in a broader context of contemporary crime control and its organizing patterns. The development of the politics of behaviour can be explained by different characteristics of the period referred to as the late modernity. In the dissertation ‘A culture of control?’ (Devroe 2012) we studied the application and the concrete strategies behind the governance of incivilities on a national and on a city level. The incivility law broadened the competences of the Mayor and the city council especially in the completion of anti social behaviour and public disorder problems in his/her municipality. Instead of being dealt with on a traditional judicial way by the police magistrate, the Mayor can, by this law; himself lay on fines until maximum 250 euro. We mention ‘city republics’ as this punitive sanction became a locally assigned matter, which means that one municipality differs from another in their ‘incivility policy’. Due to the split up of competences of the Belgian state arrangements of 1988, each municipality finds itself framed in different political and organisational executive realities. In this view, Mayors can be called ‘presidents’ of their own municipality, keeping and controlling the process of tackling incivilities as their main responsibility and determining what behaviour had to be controlled and punished and what behaviour can be considered as normal decent behaviour in the public space. Problems of creating a ‘culture of control’, creating inequality for the poor, the beggars and the socially ‘unwanted’ can arise, especially in big cities.

    During the last decade the phenomenon of citizen watches has become a common and meaningful element in citizen participation that aims to improve local public safety. Citizen watches make a great case for examining the tension between the need for the Dutch government to maintain control over local safety issues and the strivings of citizens to contribute to local solutions in a more or less autonomous way. This paper examines the question to what extent citizen watches can contribute to the governance of local safety in a meaningful way. The Dutch government has been appealing strongly for more citizen involvement in public matters for some time, but is unclear about how municipalities and the police should respond to active citizens. The paper describes two different ways in which citizens can realize such an involvement i.e. either in a predominantly top-down fashion, in which the municipality and the police take a strongly directive approach towards citizen watches or in a more bottom-up oriented way, in which citizen watches are well embedded in local systems of informal social control. The paper argues and explains that both approaches have advantages as well as disadvantages regarding the way they support new forms of governance and cooperation between citizens and the state. It suggests that formal authorities can contribute to the self-reliance and collective efficacy of neighbourhood residents with regard to local public safety if they make a better effort of combining the pros of both approaches.

    Changing public safety problems as well as an increasing societal demand for public safety made way for new policy approaches. During the 1990s, the so called ‘integral safety approach’ was introduced in the Netherlands. This approach manifested itself mainly on the municipal level where the mayor is being held responsible for managing public safety and order. The central question raised in this article is: what are the consequences of an integral approach to public safety problems for the mayor when managing local order and public safety? We will demonstrate that ‘integrality’ is no clear cut concept. Careful inspection of the concept learns that it has multiple meanings. Of these various meanings, especially the ambition to address public safety problems by means of ‘new alliances’ characterized the actual implementation of integral policies. However, working together within these new alliances uniting various more or less independent actors from both the public and private sector, seemed to be hampered by a lack of coordination and control. In that sense, the introduction of the integral approach had consequences for steering and control of public safety policies. These consequences have to be addressed, especially by the mayor who is accountable for local order and safety. The mayor had attributed to him – first in practice, soon by law as well – the role of director of public safety policy on the municipal level. However, as we will demonstrate in this article, the mayor lacks an important trait needed for effective directorship: decisive powers. Therefore the mayor is not able to realize effective cooperation between partners within the new alliances of the integral approach to public safety problems. As a potential solution, we will describe the characteristics of a ‘model of anticipation’ granting the mayor a certain level of decisive powers to be used as an ultimum remedium.

    Lately, mayors’ powers for maintaining public order and safety have been considerably extended, and even more powers are in preparation. These powers must enable the mayor to act quickly against public order disturbances and security threats. The novelty is that the mayor may conditionally use and exercise these new powers preventively against groups of rioters. Their freedom of action and their privacy can also be considerably curtailed. This means these powers have to be used carefully and reluctantly. If the mayor overdoes the crimefighter role, he/she may lose the public’s confidence.
