    This essay is a scientific reflection on Leuven Restorative City (LRC). The cities, which present themselves as ‘restorative cities’, aim to ensure that restoration continues to nestle in the capillaries of our society. The article argues that realizing the LRC-promise requires restorative thinking through the meso-level of local public life. This involves reference to a number of notions that can be traced back to Ancient Greek thought in Athens, in which the intellectual virtue of ­phronesis – practical wisdom in a social and political context – is central. Citizens are seen as allies in the solution of social issues. LRC contributes to this through its focus on ‘turning conflict into opportunities’. Restorative justice wisdom is more widely applicable in society. However, the LRC process can sometimes be erratic and unpredict­able. The article points to the possible alternation of good and bad periods, and puts forward the expectation that the development of restorative practices in Leuven can be understood as cascades. In these cascades, the course of the diffusion of restorative practices is presented in terms of successive waves of learning experi­ences and knowledge sharing.

    This article deals with restorative justice practices in Surinam. It is based mainly on anthropological literature and preliminary research findings of four indigenous villages in Surinam, and is part of a broader study of Indigenous and Marron communities. In these villages the age-old customary law approach to conflict remains a lively practice, especially in the rainforests where central authority has little influence. The author highlights a number of restorative aspects of indigenous (criminal) justice practices, such as the group conferencing model of the Krutu and the role of the community (rehabilitation). Other aspects are not at all restorative, such as cases of double punishment (ne bis in idem), corporal punishment and the lack of the possibility of appeal. Because the trend of opening the hinterland seems to be unstoppable, it is recommended to coordinate national law and customary law and improve cooperation between indigenous and central authority. The article gives some suggestions for reforming the Surinamese Penal Code.

    This article provides a case description of the development of an integrated safety monitor for the governance on policy goals. The governance on these safety goals took place in cooperation between eight municipalities and Police, Justice, Fireworks, Health Care providers for addiction or domestic violence and partners in incident and crisis management. Two problems were adressed. The first problem is that the evidence on process and results of monitoring from data to interpretation and policy choices in cooperation with different safety partners, is scarce. The second problem is that monitoring of a wide range of indicators on integrated safety is also scarce. In our case, the gathering of data and the interpretation of these data together with all the partners formed a cyclical process. This corresponds with the theory of governance developed by Ansell and Gash in a meta-analysis in 2008. The starting conditions were made clear. The design of the monitoring process was translated into themes of working sessions with a group of policy advisors, giving them a structure for the governance on the policy goals. This group developed a layered set of indicators. These set of indicators was broken down in the four policy goals as well as in different steps in the safety chain. Indicators from different registrations of the safety partners were combined with indicators about the perception of safety measured by a representative sample of the residents. The layered set of indicators was supportive in the discussion about a well balanced monitoring on prevention, signals, interventions and effect. The data were interpreted together with the safety partners. This was helpful in creating a joint perspective on safety problems and in the discussion about meaningful policy actions. The challenge now is to persevere in the cyclical process from data to interpretation and shared understanding about policy goals.

    The aim of the present research was to gain insight into the topic of ‘task-related rule-breaking behavior’ (TRB) among Dutch police officers. TRB is a more refined alternative for the concept of noble cause corruption and has been defined as: police officers breaking rules or formal agreements for the purpose of acting in a manner that contributes to the lawful police task. Qualitative research has been conducted within one of the ten regional police forces in the Netherlands. Results show that TRB appears to be a relatively common phenomenon during policework. Behaviors are categorized in sixteen categories and five overarching outlines. In addition, attention is given to several important factors that could be related to TRB being distinguishable between police officers’ individual responsibility and organizational factors. To handle TRB, it is recommended to pay attention to the police officers’ approach of judging and rationalizing their own behavior, their level of knowledge, and social skills. Furthermore, organizational structure (i.e., spam of control) and police leadership may, among other factors, play an important role in encouraging TRB. Especially the way supervisors deal with police officers’ professional autonomy needs specific attention in order to reduce TRB. Autonomy needs guidance in the form of clear orders followed by feedback and coaching. Also, an active form of ethical leadership is needed. An action framework is presented that could be helpful to supervisors to judge and thereby reduce forms of TRB.

    Little is known about (former) partners of 1%motorcycle club members. Social professionals working with victims of domestic violence in shelters have regular encounters with these mostly female (ex-)partners. In this exploratory contribution we wonder what is known about domestic violence amongst people with (ex-)partners of 1%motorcycle club members and the consequences of the involvement of a motorcycle club for tackling this violence. Based on thirteen semi-structured interviews with social professionals working in a shelter, external professionals and (ex-)partners, the link between domestic violence and membership of a motorcycle club could not be verified. What this research does show is that safety is the number one priority in working with these (ex-)partners. Furthermore, it shows how complex it is to assess the seriousness of potential threat coming from these 1%motorcyle clubs. Further research on domestic violence in environments associated with organised crime and the cooperation between the judiciary system and social professionals is needed to improve safety and wellbeing for this specific group.

    The aim of this study was to investigate the scale and network structure of prostitution in the northern provinces of the Netherlands. This study tries to answer three research questions – using a social network analysis – about (1) the size of the prostitution network, (2) the formation of subgroups, and (3) key positions within the networks. The findings show that approximately two thirds of the researched prostitution networks is still unregistered, while there are indications that the outcome of the estimate is in line with the actual situation. Furthermore, results show that prostitutes have a tendency to form subgroups on the basis of the same nationality, which indicates that homophily plays a role in the formation of subgroups. The identification of the actors who occupy key positions in the network were based on the key player problem (KPP). A striking finding was that organizers of prostitution (such as pimps) did not have a central position in the networks. These findings provide insight into the way in which prostitution is registered, and provide points of departure for interventions to disrupt the network or, on the contrary, to strengthen it.

    Criminology has traditionally focused on urban areas where crime visibly concentrates. However, since the 1990s, attention for ‘rural criminology’ has steadily increased. First, rural areas are confronted with partly different and less visible crime problems, such as environmental crimes. Second, public actors such as enforcement and other agencies are less present and ‘available’ in rural areas, and people on average trust the government less to provide support when necessary. This chronicle presents an overview of international and Dutch research in the context of rural criminology. The paper addresses cultural differences between urban and rural areas, high-volume crimes, gender-related violence, alcohol and drug abuse, environmental crime, and enforcement in rural areas.

    Hesdy Gerges is a heavyweight kickboxer whose career was interrupted because of his involvement in an cocaine transport. This article is analyzes the biography of this top fighter, describing the macro context of an expanding market for full-contact martial arts, the meso level of the gym and its relation to the criminal milieu, and the fighter and his body on the micro level. Hesdy is used to set an example, and since it takes more than seven years to reach a verdict, the impact on his private life and his career as a fighter is large. The study is based on participant observation and 33 interviews, twenty of which with the protagonist.

    Sexually transgressive behavior occurs in all sections of society, including sports. That includes behavior from making sexual comments to rape. A risk factor is the culture that can prevail in sports, also known as a disruptive culture. There is normalization of deviant behavior. The top sport culture is particularly vulnerable to unacceptable behavior. In this article we will consider the phenomenon of grooming by the coach – the conscious and movement that induce the minor to engage in sexual contact. Within top sport, the opportunity for (sexually) transgressive behavior will be the determining factor. While grooming in recreational or recreational sport is often by isolating (vulnerable) children from the group, grooming can occur in top sport because of the intensity of the relationship, which is in any case of a more closed nature and can be strengthened by the strong performance-oriented top sport culture. In both cases, an alert, open environment is necessary to create a safe sports climate.

    Young people’s delinquent behavior remains a social problem of concern to parents, local residents, teachers, police officers and administrators. With respect to effective interventions, the dominant focus is on ‘what works’. Relatively little is known about ‘who works’. In this study, based on a survey of 679 vmbo-pupils, it was investigated to what extent receiving ‘sternness with love’ from a professional may contribute to mitigating delinquency. For this research, unique graphically supported measuring instruments were developed that enable participants of the target group – including those who suffer from mild intellectual disabilities – to independently fill out the questionnaire. The results based on regression analyses suggest that there is no support for the supposed contribution of the interaction between sternness and love or of the three-way interaction between delinquent friends, sternness and love in explaining the variance of delinquent behavior. The results further show that having delinquent friends is related to participants’ delinquency. The results of these analyses also suggest that the relevant professional’s approach with ‘sternness’ or with ‘love’ moderates the relationship between delinquent friends and committing theft.

    This article presents findings from a longitudinal study of 81 young recidivists examined over fifteen years. By the age of 25, 50 percent had desisted for at least three years. 60 percent had had no new police contacts during the last two years. Four stages could be distinguished in the desistance process. Apart from a small number of explicit persisters, all of the young adults did consciously consider whether the benefits of their criminal activities outweighed the disadvantages. With just a few exceptions, the decision to quit was not motivated by an altruistic goal, nor by extreme fear, but mainly motivated by the feeling of being too old for criminal life and by striving for a pleasant self-esteem. It is concluded that when young adult recidivists give up crime, this must be seen as an extreme and extremely late form of maturation.

    This contribution advocates a fresh look at counteracting radicalization. Two frameworks are used for this. In the first place, that is the restorative justice that we have coined here as ‘making amends’. We need this normative framework because it provides clues for the prevention of ‘transgressing’ forms of radicalization, which can lead to extremism and terrorism. Secondly, we use an Activism of Hope framework, which states that we may and must resist social deprivation and injustice. After all, deprivation and injustice are the breeding ground for radicalization.

    Reports by citizens are a great source of information for the police. Local residents often know well what is going on in their neighborhood and which situations are suspicious. In this study, an online survey was conducted to investigate what drives citizens to report to the police. A wide range of individual, social and institutional drivers were explored. The results show that the more often people have reported anything to the police in the past, the higher their risk perception, self-efficacy, citizen participation and police legitimacy. Furthermore, participants with a higher degree of self-efficacy, response efficacy, trust in the police and police legitimacy appeared to be more willing to report in the future. An open question regarding what motivates people the most to report show that response efficacy (the idea to what extent reporting has an effect on increasing safety and reducing crime) and altruistic values (justice, to help society and punish the perpetrators) were mentioned most frequently.

    Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers.

Perceived victim safety is explored based on the factors of personal vulnerability, procedural justice, and experiences with compliance and enforcement. Results show that more than half of the victims in this study does not feel safer because of the protection order. The effects of the orders are even weaker for feelings of relaxation and feelings of anger about the situation. An increase in perceptions of control over the situation appears to be the most important predictor of an increase in feelings of safety and a decrease in feelings of anger, but is unrelated to an increase in feelings of relaxation. The effect of procedural justice differs per outcome measure. It is associated positively with increased feelings of safety, but negatively with decreased feelings of anger because of the protection order. The positive association with feelings of safety is partly indirect via personal vulnerability. Findings result in various suggestions for future research.
