The impact of climate change, long merely an abstract prospect, has rapidly become manifest these last years. To prevent rapid global warming, a daunting level of policy intervention is needed. The Green New Deal is an attempt to address that challenge. It is a political programme that combines energy transition with a social agenda focused on providing employment and welfare. While the early and more radical versions of the Green New Deal idea question the necessity of growth itself, the more moderate programmes now pursued by the EU and the Biden administration approach the Green New Deal as a new ‘growth strategy’ that will help western economies recover from the corona pandemic. |

This article analyzes the opinion of twenty-four Surinamese ex-convicted young men on restorative justice. The results were obtained through four focus group sessions and a concise survey form. The factors (a) type of offense, (b) seriousness of offense and (c) prevention of recurrence were discussed. The opinions are divided, but the majority is of the opinion that restorative justice can mainly work for serious and violent crimes. Fear of revenge appears to be a barrier to participation. Employment has been indicated as the key to real recovery of the offender and prevention of recidivism (and thus satisfaction for the victim). The results provide insight into the susceptibility to restorative justice among this specific group in Suriname. |

SamenvattingAuteursinformatie |
Prisoners often encounter multiple barriers when returning to society, resulting in higher risks of recidivism. To overcome these barriers, prison-based and community-based professionals assist with preparation for release. Prison-based professionals, such as the case manager and mentor, screen and monitor the problems regarding work and income, housing, healthcare, financial debts and valid identification. Community-based professionals, such as municipal officials, parole officers, healthcare professionals and volunteers, can provide additional and specialized help. First, this research discusses the current policy of the Dutch Custodial Institutions Agency (DJI) and the role of different types of professionals. Second, it presents a nationwide picture of the extent to which prisoners report contact with prison-based and community-based professionals, and to what degree prisoners appreciate this contact. The results are specified for various types of regimes and time served and are based on 4308 prisoner surveys of the Dutch Prison Visitation Study (DPVS), part of the Life in Custody Study (LIC-study). It turns out that most prisoners seem to be in close contact with prison-based professionals and that prisoners positively value this contact. However, contact with community-based professionals is limited and prisoners are somewhat dissatisfied about their contact with parole officers and municipal officials. Furthermore, the amount of contact differs across various types of regimes and time served. In particular, individuals who recently entered prison report less contact. To conclude, policy implications will be discussed. |

Trefwoorden | parental monitoring, self-control, delinquency, social control |
Auteurs | Dr. Jessica Hill MSc en Prof. dr. mr. Arjan Blokland |
SamenvattingAuteursinformatie |
In this study we examine whether parental monitoring remains a protective factor in the lives of emerging adults, as well as the extent to which monitoring in other settings replaces the protective role of the parents. We use data collected for the TransAM project, a longitudinal survey of 970 emerging adults (18-24 years) to examine monitoring in a range of different contexts using an instrument based on Stattin and Kerr’s parental monitoring scale (2000). Results indicate that whilst parental control plays a protective role in the first years of emerging adulthood, we find no evidence that monitoring in other settings replaces the protective role of parents. However, monitoring of the self, i.e., self-control, has an increasingly strong relationship with delinquency during emerging adulthood. |

Researching elites at the margins of research ethics frameworks |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2019 |
Trefwoorden | code of ethics, corporate crime, research ethics, gaining access, interviewing elites |
Auteurs | Daniel Beizsley PhD |
SamenvattingAuteursinformatie |
For social scientists undertaking critical research on elites in organisational contexts securing access is a challenging exercise that may rely on the use of several access strategies over extended periods. This process is further complicated by the existence of research ethics frameworks that establish boundaries to access strategies, posing dilemmas on how to best balance access needs with a commitment to ethical practices. This article focuses on such dilemmas – or the ‘ethics of access’ – through a reflection on PhD fieldwork during 2016-2017 in Luxembourg spent researching the European Investment Bank. The paper will conclude by calling for an overhaul of existing frameworks in order to foster more research on elites. |

The concept of violence in (times of) crisisOn structural, institutional and anti-institutional violence |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2019 |
Trefwoorden | structural violence, institutional violence, anti-institutional violence, economic crisis, Greece |
Auteurs | Marilena Drymioti |
SamenvattingAuteursinformatie |
Attempting to understand the Greek narrative of crisis, this paper examines the most prominent forms of violence that emerged in the period of acute economic recession and political upheaval in Greece namely structural, institutional and anti-institutional violence. This paper aims to highlight existing theoretical gaps and avoid common fallacies of the current body of knowledge. In contrast to some of the more common features of the discussion on violence, this note sets out to: a) acknowledge that violence is not necessarily a physical act, b) acknowledge that the outcomes of violence performances might not be physical either, c) specify and adequately distinguish agency and structural dynamics and d) address the cultural and contextual aspects of violence. Vital to this endeavor is to acknowledge, identify and understand the interactive relation between different forms of violence that emerge during the same period of time in a context in which conflict escalates. |

Trefwoorden | jihadi travellers, terrorism, terrorist financing, financial independence |
Auteurs | Dr. Melvin Soudijn |
SamenvattingAuteursinformatie |
The present article examines the financial life of 131 jihadi travellers (JTs), also known as foreign terrorist fighters, from the Netherlands. For the purpose of the research, access was acquired to all their banking transactions in the year preceding their departure: over 60,000 transactions in total. Their income from work or employment, various forms of social assistance, student grants, and other income or expenditure were examined. The data provided a good picture of their financial independence, i.e., the extent to which they were capable of making their own living or needed to claim assistance from the authorities. The analysis shows that it is highly exceptional for Dutch JTs to be financially independent. Only 5 percent have sufficient income from work or employment without making any claims on the government for financial assistance, and are free of mounting debts. The low score can for a large part be explained by the fact that almost half of the JTs are under 23 years of age and/or receive a student grant. Their financial picture largely resembles ordinary students. Older JTs (over 22 years of age, and not having received a student grant for at least one year) underperform, however. Only 9 percent are financially independent. Financial support could perhaps be used to monitor or steer recipients’ role in society. |

Gevallen helden van bedrijfsleven en openbaar bestuurDe ‘fall from grace’ van witteboordencriminaliteit |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2018 |
Trefwoorden | white-collar crime, status degradation, sanctioning, executives, punishment |
Auteurs | Prof. dr. Wim Huisman en Drs. Dennis Lesmeister |
SamenvattingAuteursinformatie |
In criminology, it is generally assumed that the high social status of white-collar offenders prevents them of being targeted by criminal law enforcement. But when they do, they suffer greater social and economic damage because of this high social status. Empirical research on the consequences of criminal law enforcement and conviction for white-collar offenders is scarce, and limited to the US and the UK. This paper used biographies of convicted former executives in business and public office in the Netherlands, to analyse these consequences and the process of the ‘fall from grace’ of white-collar offenders. The consequences are described in four life-domains: health, the private sphere, the occupational sphere and the social sphere. The results show that Dutch executives, in line with findings for the Anglo-American white-collar offenders, experience status degradation and suffer much collateral damage of criminal law enforcement. After the initial horror of imprisonment, they endure prison life fairly well. Individual competences and remaining social and economic capital enable them to return to normal life, although they cannot return to pre-conviction levels of social status. |

SamenvattingAuteursinformatie |
Internationally, research on the experiences of white-collar offenders with the criminal justice system and the consequences of prosecution and conviction is scarce. Such research becomes more relevant, as the response to white-collar crime has become more punitive and more offenders are convicted. This paper presents the experiences of the co-author as a convicted white-collar offender as an autobiographical case-study. In this cases study, the consequences and experiences during four phases (investigation, prosecution, sentence-execution and post-sentencing) are analysed on four live-domains: health, private life, social life and professional life. Such an approach could be a blueprint for further and more systematic study of the experiences with and consequences of criminal justice for white-collar offenders. Such study can shed light on the effects and actual achievement of goals of punishment for white-collar crime. |

Het verloop van de partnerrelaties van gedetineerden tijdens en na detentie |
Tijdschrift | Tijdschrift voor Criminologie, Aflevering 3 2018 |
Trefwoorden | detention, partnerships, relationship quality, longitudinal |
Auteurs | Anne Brons MSc, Prof. dr. Paul Nieuwbeerta en Dr. Anja Dirkzwager |
SamenvattingAuteursinformatie |
In the current criminological literature surprisingly little is known about the development of partnerships of detainees during and after detention. In particular, it is unknown to what extent existing differences in the relationship quality at the start of the detention period continue. Therefore, this study examined how the partnerships of detainees developed by using data from the Prison Project. This is a longitudinal study in which 747 detainees with a partner were interviewed at various moments during detention and six months after detention. The results show that bad partnerships at the beginning of detention remain in general bad or end during and/or after detention, while the average to good relationships remain the same. |

Auteurs | Drs. Nik Smits en Prof. dr. Stijn Goeminne |
SamenvattingAuteursinformatie |
This paper empirically investigates whether the Flemish local income tax base yield in 306 Flemish municipalities is sensitive to changes in the local crime level between 2000 and 2014. There are two underlying assumptions. First, in a Tiebout world, rational voters holding the local government accountable for the safety of its citizens move when the local level of security becomes too greatly alienated from what they want it to be (first assumption). If migration is due to crime, the wealthier citizens are expected to move first. Consequently, the average income per capita and thus the income distribution will be affected, which in turn will influence the local income tax base yield (second assumption). By confirming both assumptions, evidence is presented for a relation between changes in local crime rates and the income tax base yield of Flemish municipalities, occurring through household mobility. |

Hoe IS-glossy Dabiq harten van westerse moslims wint |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2017 |
Trefwoorden | jihadism, radicalization, propaganda, denial, Dabiq |
Auteurs | Dr. mr. Fiore Geelhoed, Layla van Wieringen MSc., Kyra van den Akker BSc. e.a. |
SamenvattingAuteursinformatie |
IS propaganda is assumed to contribute to radicalization of Western Muslims. How IS propaganda reaches the hearts and minds of Western Muslims and consequently fuels radicalization is nonetheless an understudied topic. Through content analysis of all fifteen issues of IS-glossy Dabiq this article demonstrates how IS propaganda works in Dabiq. First, IS attunes in Dabiq to factors that foster radicalization according to the literature. IS does so by its discussion in Dabiq of injustice done to Muslims worldwide, the image of the Western enemy, and its positive presentation of the individual and group identity of IS fighters. Second, in Dabiq IS paves the way for embracing violent means, such as terrorist attacks on Western civilians through a discourse of ‘denial’. |

‘Troostmeisjes’: Over de structurele ontkenning van seksuele slavernij en voortschrijdende victimisatie |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2017 |
Trefwoorden | comfort women, denial, sexual slavery, discourse analysis |
Auteurs | dr. mr. Roland Moerland |
Samenvatting |
In 2015, South-Korea and Japan came to a ‘final’ agreement concerning the ‘comfort women’ issue. This contribution reveals that this deal signals the next stage in a process of denial through which Japanese authorities have structurally denied the women’s’ victimhood. Taking a discourse analytical approach, the contribution investigates this historical process of denial and its implications. The analysis shows that denial takes several forms and performs different functions throughout the process. It demonstrates that denial is an interactional phenomenon, has different psychologies underlying it, and that it operates on different levels. Denial ultimately contributes to a state of continued victimization. |

SamenvattingAuteursinformatie |
In a vignette study, we investigated the extent to which factors may mitigate the relative ‘unattractiveness’ of one-time offenders as cohabitation partners. These factors include having a job, not having a criminal record and the amount of time that has passed since the offence was committed. This was done by asking students to advise a hypothetical person whether he or she should start cohabiting with his or her partner who had offended once. The factors of interest were systematically varied. Our findings showed a more positive cohabitation advice when the offender had committed the offence relatively long ago. Our findings also showed a more positive cohabitation advice when the offender was employed. This is an important finding, as this may indicate that being employed also helps ex-offenders getting their lives back on track with respect to cohabitation. |

Auteurs | Dr. Chantal van den Berg, Dr. Lieselotte Blommaert, Prof. dr. mr. Catrien Bijleveld e.a. |
SamenvattingAuteursinformatie |
Previous research showed that job applicants with a criminal record have lower chances of obtaining employment compared to job applicants with no criminal record. At the same time empirical studies showed that having a job is especially beneficial for ex-delinquents, as employment was found to lower recidivism. The current study uses an experimental design to look into the influence of a criminal record on employment chances. For this purpose, 520 resumes and motivation letters were sent in response to vacancies published on the internet. All were identical except for the stated offence type (no offence, violent offence, property offence, or sexual offence), duration between conviction and application, business sector and ethnicity of the applicant. Results show no effect for type of offence or no offence on employment chances. However, a strong effect is found for ethnicity. Ethnic minorities with no conviction were even found to have lower chances of receiving a positive reaction compared to applicants with a Dutch name and a conviction for a violent offence. |

Auteurs | Dr. Hilde Wermink, Dr. Anke Ramakers, Prof. dr. Paul Nieuwbeerta e.a. |
SamenvattingAuteursinformatie |
This paper examines the relationship between imprisonment length and registered recidivism. The data come from a unique longitudinal and nationwide study of Dutch male prisoners, serving an average of 4.1 months of confinement (N=1,467). Ideally an experimental design would be appropriate to examine the influence of different sentence lengths on recidivism. In order to approximate such a design using observational data, we adopt a propensity score methodology to control for selection bias in the dose-response relationship. Using a six-month follow-up, we do not find significant differences in post-release recidivism between men who spent shorter or longer periods of time in confinement. We discuss the pros and cons of the methodology applied as well as potential implications of the findings. |

Superdiversiteit, wijken van aankomst en conflicten. Een inleiding |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 1 2017 |
Trefwoorden | superdiversity, immigration, conflicts, ethnic segregation, conviviality |
Auteurs | prof. dr. Richard Staring en Dr. Bas van Stokkom |
SamenvattingAuteursinformatie |
Many big cities in Europe have adopted the contours of superdiversity: in many districts, the original population has become just one of the many minorities. This new urban reality is often perceived as threatening. Immigration has become symbolic for the disturbance of community, the undermining of the national identity and a lost sense of feeling at home. Although the concept of superdiversity has controversial meanings, it also functions as an inspiring analytical concept that encourages further reflections on the value and potential implications of living together in cities of arrival. The concept also creates space for multifocal perspectives on socioeconomic, religious, transnational and political differences instead of reducing the urban reality to mere ethnic or cultural differences. |
