    A well-established body of epidemiological research suggests that the prevalence of mental health problems (mental disorders, psychological distress, and substance use) in prisoner populations far exceeds that of non-incarcerated people in the surrounding community. Poor mental health in prisoners is associated with multiple adverse outcomes, including suicidal behaviour. In the past decade, novel data in Belgium and the Netherlands have been published on this topic, which have not been synthesized to date. The aim of the current systematic literature review was to provide an up-to-date overview of the mental health of prisoners in Belgium and the Netherlands. Based on 24 empirical studies conducted in 1997-2018, the authors conclude that people with mental health problems are overrepresented in Belgian and Dutch prisons, providing both a challenge and a public health opportunity to address the mental health care needs of a vulnerable and hard-to-engage population. Investing in the prevention and treatment of mental health problems not only benefits the prisoners concerned, but equally, society at large.

    Intimate partner homicide (IPH) constitutes one of the most prevalent types of homicide. This study aims to assess the nature and prevalence of intimate partner homicide in the Netherlands in the period 2009-2014. In doing so, we make use of police data, court data, and media articles. Findings show that IPH occurs 29 times per year, resulting in a victimization rate of 0.20 per 100,000, similar to other Western-European countries. Our results further show a decline in IPH in the last years. IPH in the Netherlands mostly occurs in heterosexual relationships, and involves male perpetrators and female victims. Finally, we reflect on possible causes for the decline of this type of homicide.

    In the introductory article of this special issue on the downfall of popular heroes, some relevant aspects in relation to the general theme are explored. Who are considered to be heroes and which elements are relevant to understand the process heroes may go through when they start sliding on the slippery slope, and, eventually, fall into the abyss of disgrace? What is the role that (social) media play in the demolition of their reputation and how do heroes perceive their own downfall and respond to it? The theoretical concept that is used in this article is Howard Becker’s master status and, in particular, the notion that the master status of a fallen hero surpasses and contaminates all other statuses, previously possessed by an individual.

    In this article, I am using Becker’s concept of moral entrepreneur to analyse the role of pain specialists in the labelling process, which has led to the normalisation of the use of opioid painkillers in the United States and ultimately to the death over 200.000 Americans. In general, the literature on labelling centres on crusading reformers, and the criminalisation and stigmatisation of transgressive behaviour. Here I will focus on the moral entrepreneurship of medical experts. What was their role in the normalisation process of opioid painkiller use and are there any similarities with the strategies of crusading reformers? My findings, based on qualitative analysis of documents such as newspaper articles and academic publications, show that, with two exceptions, pain specialists use the strategies of moral crusaders. First, in their narratives, pain specialists represented themselves as neutral objective experts without the emotional stance of moral crusaders. The second exception, which is related to the first, is that there was less emphasis in their narrative on creating villains, as they could not blame openly standard medical practice because they needed the support of the established medical world in order to normalise and legalise opioid painkillers.

    The Dutch Regional Fire Services collectively aim at preventing fire, casualties and damage. The main activity is informing citizens about fire risks and the appropriate measures they can take. From both a political and social perspective, it is valuable to know what the return of the Community Fire Safety program is. One way to chart the return of the program is a comparison of the cost of, and society’s willingness-to-pay for, the program. To estimate this willingness-to-pay, this article applies the contingent valuation method to a national representative sample of 806 Dutch citizens. The results show that willingness-to-pay of an average Dutch household is estimated to be between € 25.00 and € 35.67 per year provided the Community Fire Safety program improves the fire safety by 10%. At the national level, this amounts to 200 – 270 million euro annually. This value is seven to ten times more than the approximate costs of the current Community Fire Safety program.

Drie perspectieven op de illegale vogelhandel in Nederland

    The Netherlands are considered as an important hub for the illicit trade in species of endangered birds protected by the CITES convention. In this article the authors analyze five substantial criminal cases from three different perspectives. First, from a criminal business perspective, the cases illustrate that logistics vary from relatively simple to highly complex, but always require in-depth knowledge of the animals as well as regulations, to be able to keep the birds alive to make a profit, and to smuggle them to the Netherlands, respectively. Second, from a network perspective, it is clear that those who are involved in the illicit trade – suppliers, traders and customers – are part of a closed and often long-lasting group of people who know the trade. Finally, from a green criminological perspective, the authors conclude that harms of the illicit trade in protected birds are mentioned only to a limited extent in court rulings, contrary to what one might expect based on social construction theories of criminalization and sentencing.

    Changing ecological conditions in a globalizing world pose new challenges for human societies. Global warming, large-scale pollution, deforestation and species extinction have increasingly become topics on the international agenda. Even though many of these harmful activities are criminogenic, criminology pays rather little attention to environmental crimes and harms.
    Therefore, this article discusses the anthropocentric perspective within criminology and argues that a non-anthropocentric criminology can lead to new theoretical insights.

    Collective violence around football has been a topic of research since the 1980s. In the Netherlands, in recent decades the size and severity of this problem have decreased sharply and the number of incidents has stabilized due to measures taken. At the same time, these measures have resulted in an increase of football-related incidents outside stadiums and on other days than match days. Confrontations based upon prior mutual agreements, so-called arranged confrontations, are an example of this. Based on multiple research methods, in this article the underlying causes of arranged confrontations and processes influencing individual participation are addressed. Results show that this type of collective violence and partaking in it has various causes and explanations. These fit with extant research literature in the area of group crime and collective violence and are incorporated in the recently developed initiation-escalation model.

    After catastrophic events, memorialisation is part of coming to terms with the past and rebuilding the future. It is also part of the social construction of the past – a struggle between conflicting representations of past events by different groups in society, with different memories, interests and degrees of power to influence which version of history is eventually recognized as correct and which is denied. In Western Europe, we tend to study such processes in parts of the world far removed from our own, forgetting that the major genocide of the 20th century, took place in our own cities, and that a process of memorialisation was ongoing there for many years after the war. The Jewish quarter in the centre of Amsterdam has many monuments, buildings and museums connected to the history of the Jews of Amsterdam, the majority of whom died in the death camps of the Shoa. The memory landscape of the Jewish quarter is dynamic, a reflection of a culture of remembrance and denial concerning the Second World War, in which events and people are remembered, but others forgotten. What can the urban landscape of Amsterdam tell us about this culture and its relationship to social and political events during and after the war? What/who are remembered and what/who forgotten, by whom, and why? How has that changed over time?

    In this article the authors reflect upon Judith Shklar’s classic book The Faces of Injustice. They maintain that injustice is wrongly confined to the absence or counterpart of justice. The authors discuss the relationship between and the difference between injustice and justice. According to the authors, injustice has more intensity than justice. Legal rules have only limited power to fight extreme forms of injustice. They argue that there is an asymmetry between justice and injustice, also because the law introduces values as predictability and regularity that, in concrete situations, are badly equipped to eliminate injustice. They claim that injustice is rooted in the idiosyncratic perspectives of those who suffered harm and argue that injustice has a ‘playful’ character, while the law has the character of a game. Finally, they argue that injustice is at the core an intimate experience, whereas justice is primarily about relationships between people. The authors outline the implications of these points for thinking about restoration and the relationship between restoration processes and the law.

    On the occasion of the publication of a collection of articles by Stanley Cohen in 2016 (edited by Tom Deams), René van Swaaningen pays a tribute to this important, thought-provoking and pioneering thinker in criminology. He takes Cohen’s adage that we as critical criminologists always have to balance between intellectual scepticism and political commitment as a starting point for an analysis of his work. Cohen’s rejection of criminology as a liberal project may have led him to defining himself as an ‘anti-criminologist’, yet at the same time Cohen has been able to transform the discipline as such into a more power-critical direction. Two of Cohen’s key-contributions to criminological theory, those on moral panics and on denial, are discussed and related to each other. Whilst adopting Foucault’s analyses of power as a constructing practice, Cohen, in his work on social control, rejects the pessimist implications of Foucault’s work, in which human agency is defined away. In this essay, the relation of Cohen’s work with that of his mentor David Matza is also discussed, as well as is his great and ironic style of writing.

    The main cities in the Netherlands and Belgium are becoming superdiverse majority-minority cities. This implies more than increasing diversity, but involves an increasing diversification of diversity and (contested) processes of normalization of diversity. The article explores the increase of temporary citizens and undocumented migrants as part of this transition. The rise of intra-EU-migration and transmigration contributes to an increase of temporary citizens. Using the case of Antwerp (Belgium), the article analyses the presence of undocumented migrants, using data of the collective regularization in Belgium in 2009, and of transmigrants, building upon an explorative research in Antwerp & Brussels in 2015.

De burgemeester als crisismanager

    Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful.
