    Little is known about (former) partners of 1%motorcycle club members. Social professionals working with victims of domestic violence in shelters have regular encounters with these mostly female (ex-)partners. In this exploratory contribution we wonder what is known about domestic violence amongst people with (ex-)partners of 1%motorcycle club members and the consequences of the involvement of a motorcycle club for tackling this violence. Based on thirteen semi-structured interviews with social professionals working in a shelter, external professionals and (ex-)partners, the link between domestic violence and membership of a motorcycle club could not be verified. What this research does show is that safety is the number one priority in working with these (ex-)partners. Furthermore, it shows how complex it is to assess the seriousness of potential threat coming from these 1%motorcyle clubs. Further research on domestic violence in environments associated with organised crime and the cooperation between the judiciary system and social professionals is needed to improve safety and wellbeing for this specific group.

    The aim of this study was to investigate the scale and network structure of prostitution in the northern provinces of the Netherlands. This study tries to answer three research questions – using a social network analysis – about (1) the size of the prostitution network, (2) the formation of subgroups, and (3) key positions within the networks. The findings show that approximately two thirds of the researched prostitution networks is still unregistered, while there are indications that the outcome of the estimate is in line with the actual situation. Furthermore, results show that prostitutes have a tendency to form subgroups on the basis of the same nationality, which indicates that homophily plays a role in the formation of subgroups. The identification of the actors who occupy key positions in the network were based on the key player problem (KPP). A striking finding was that organizers of prostitution (such as pimps) did not have a central position in the networks. These findings provide insight into the way in which prostitution is registered, and provide points of departure for interventions to disrupt the network or, on the contrary, to strengthen it.

    In this article, an analysis is made of two response models for different forms of abuse and violence that occurred in the past on children in institutional settings. Two programmes are compared, as they operated during last 10 years in Belgium: on the one hand the Centre of Arbitration for sexual abuse and violence in the Catholic Church at the national level, on the other hand the Commission for Recognition and Mediation for various types of abuse and violence in youth and educational institutions and other organisational contexts in the Flemish Community. Both models are analysed and compared at the conceptual and empirical level from a restorative justice approach, looking at the elements that may reveal a certain form of restorative justice and/or may contain lessons for the further development of restorative justice. The background and origins of both programmes are presented into detail, followed by a comparison with respect to the political options on the basis of their creation, the composition of their boards, their scope of application and their procedures. Some numbers and characteristics of cases dealt with are presented.
    The analysis of both models points at the presence – in varying degrees – of important restorative justice elements as provided in the international literature. However, restorative justice standards are more prominent in the Flemish Commission for Recognition and Mediation as compared to the national Centre of Arbitration for sexual abuse in the Church. Both programmes also demonstrate that restorative action is needed at different, mutually interwoven levels: the personal (micro) level, the institutional (meso) level and the societal (macro) level. At the institutional and societal level the transformative potential of the interventions is very much needed, but also most challenging in terms of the development of effective restorative methods.

    Young people’s delinquent behavior remains a social problem of concern to parents, local residents, teachers, police officers and administrators. With respect to effective interventions, the dominant focus is on ‘what works’. Relatively little is known about ‘who works’. In this study, based on a survey of 679 vmbo-pupils, it was investigated to what extent receiving ‘sternness with love’ from a professional may contribute to mitigating delinquency. For this research, unique graphically supported measuring instruments were developed that enable participants of the target group – including those who suffer from mild intellectual disabilities – to independently fill out the questionnaire. The results based on regression analyses suggest that there is no support for the supposed contribution of the interaction between sternness and love or of the three-way interaction between delinquent friends, sternness and love in explaining the variance of delinquent behavior. The results further show that having delinquent friends is related to participants’ delinquency. The results of these analyses also suggest that the relevant professional’s approach with ‘sternness’ or with ‘love’ moderates the relationship between delinquent friends and committing theft.

    Criminology, as an inherently interdisciplinary field, has built on anthropology (and other social sciences) in its development. This contribution addresses the question which insights in criminology have most been inspired by anthropology. First, it looks into the ‘criminal anthropology’ of Lombroso; then it embarks on an appreciation of the ethnographic research design within criminology (as first adopted by the Chicago School); and, finally, it assesses the link between anthropology, and cultural and global criminology. I conclude that anthropology has been valuable to our discipline on four levels: methodologically (in the importance of the ethnographic research design), theoretically (in its role in the development of symbolic interactionism and structuralism, for example), geographically (in the global scope of anthropological research), and analytically, in its experience with ‘doing ethnography’ in economically, politically and culturally embedded ways.

    This article presents findings from a longitudinal study of 81 young recidivists examined over fifteen years. By the age of 25, 50 percent had desisted for at least three years. 60 percent had had no new police contacts during the last two years. Four stages could be distinguished in the desistance process. Apart from a small number of explicit persisters, all of the young adults did consciously consider whether the benefits of their criminal activities outweighed the disadvantages. With just a few exceptions, the decision to quit was not motivated by an altruistic goal, nor by extreme fear, but mainly motivated by the feeling of being too old for criminal life and by striving for a pleasant self-esteem. It is concluded that when young adult recidivists give up crime, this must be seen as an extreme and extremely late form of maturation.

    Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers.

    Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected.

    A narrative review was conducted to develop more coherent awareness and knowledge regarding emotional experiences of qualitative researchers studying sensitive topics or vulnerable groups, as discussions about this topic are currently fragmented and scattered. Qualitative researchers experience many painful as well as enjoyable emotions, which can influence their personal, social and professional lives. These emotions are recurrently reported in relation to the unpredictability of qualitative research and the different roles of qualitative researchers. More structural and individual attention for emotional experiences of qualitative researchers is necessary, for instance, in academic (doctoral) training and general handbooks on qualitative research.

    National thematic projects and local authorities aim to improve shelter and transport facilities for mentally disordered non-offenders. A pilot project in the south-western part of the Netherlands investigated the efficiency of psychiatric expertise in the triage process of the police emergency control room.
    To evaluate incoming emergency telephone calls in terms of the type of mentally disordered behavior, the sort and degree of dangerousness, and the urgency and type of response required.
    Between November 2016 and January 2017 social psychiatric nurses did weekend shifts on the emergency control room. Incoming telephone calls concerning public nuisance or disordered behavior were administered using the triage tool developed by the Dutch Association of Mental Health and Addiction Care. Nurses had access to regional information systems and were explicitly allowed to follow up on cases where continuity of care was an issue.
    A total of 155 calls were evaluated producing a representative image of calls concerning mentally disordered behaviour. Results show that this type of emergency calls is not overly frequent, in many cases not extremely urgent (response time target >1 hour: 67%), and about 65% could be followed up by the general practice centre or specialised (psychiatric) healthcare services. More than half (55%) of the emergency calls involved people previously in contact with psychiatric services. Most common types of danger were public disorder (28%) and suicide risk (21%). However, in 29% of cases type of danger was unclear and 14-20% of the triage tool was inconclusive.
    Triage by mental health specialists at the police emergency control room is not efficient because many cases are not very urgent and information quality is often too low to preclude street-triage. Yet screening and follow up of mentally disturbed persons can be improved by close collaboration between control room and psychiatric services.

    In this article the following question is answered. What is the modus operandi of human smugglers that smuggle Syrian migrants to the Netherlands in de period 2014-2016? Content analysis of police and Royal Marechaussee files, interviews with experts and Syrian migrants and literature research has revealed that: Syrian migrants in first instance use the South-Eastern route overseas from Turkey to Greece, for which they pay 1200-4000 euro to a smuggler, depending on the quality of the boat. From Greece some travel over land on the Balkan route. Several means of transportation are used on this route, with smugglers asking prices ranging from tens to hundreds of euros. Also they travel large parts on their own. Others are smuggled by airplane, for which they need (false) documentation. Smuggling by plane tends to be successful when departing from a small airfield, when made a detour through visa-free countries and/or a good quality (false) travel document. Prices range from 2.000 to 14.000 euros. Migrants mostly pay cash through irregular ‘banks’, a third party that plays an important facilitating role within several smuggling networks. These networks consist of several cells, with in these cells leaders and ‘employees’ and are located on migration routes and ‘hubs’ like Istanbul, Athens and Milan. The South-Eastern route is mostly in hands of Turkish criminal networks, and the continuation of the journey by airplane or through Milan over land is in hands of Syrian Dutch smugglers, the Balkan route seems to be mainly operated by individual smugglers. Within these smuggling networks the most important roles are: the recruiter, who is responsible for making contact with migrants on migration hubs or social media. The organizer/leader who coordinates activities along the smuggling route and calls employees to account. And finally the driver. Responsible for transporting the migrants and instructing them. Based on these findings several recommendations were made that can be found in this article or full research rapport.

Onrust in de superdiverse mbo-klas

    In this article we report on an ethnographic research project conducted in 2014-2015 at a school for ‘Assistant in Care and Wellbeing’, a school for secondary vocational training that is part of a large regional education center in the metropolitan area of the Randstad. The main incentive for our research was that some researchers assumed that in this ‘super-diverse’ environment, where students with an immigrant background were a vast majority, many tensions and conflicts were caused by ethnic and religious differences between students. However, after about 100 hours of observations in the classes of fourteen teachers, 36 interviews with teachers and other staff, and focus group discussions with teachers and students, we found that for most students diversity wasn’t a big issue at all. Rather than ethnic or religious differences many irritations and conflicts were triggered by the constantly changing organisational setting and institutional context of the school. In this article, we will corroborate this finding with a detailed analysis of some cases of classroom interaction, and draw conclusions about the usefulness and limits of superdiversity as a heuristic tool.

Vanuit het lectoraat verricht ze etnografisch onderzoek naar omgangsvormen op een mbo-instelling in de Randstad. Zij heeft eerder onderzoek verricht naar leerstrategieën en netwerkgedrag bij Nederlandse ondernemers met een migratieachtergrond en naar de positie die ondernemerschap inneemt in de toekomst oriëntatie van Turks- en Marokkaans-Nederlandse studenten op het mbo en het hbo.

Vita van der Staaij-Los MSc
Vita van der Staaij-Los, MSc, is onderzoeker bij het lectoraat Burgerschap en Diversiteit aan de Haagse Hogeschool. Zij verricht hier etnografisch onderzoek naar omgangsvormen tussen docenten en studenten op een mbo-instelling in de Randstad. Voorheen was zij werkzaam als onderzoeker bij het Verwey-Jonker Instituut. In de onderzoeken die zij uitvoert, houdt zij zich vooral bezig met de vraag op welke manier kwetsbare doelgroepen zo optimaal mogelijk in onze samenleving kunnen participeren. Mede vanwege haar eerdere werkervaring in de jeugdpsychiatrie en het jongerenwerk ligt haar expertise vooral bij de doelgroep jeugd.

Tjitske Lovert-Reindersma, MSc, is cultureel antropoloog en acht jaar lang in het mbo werkzaam geweest als beleidsmedewerker en onderzoeker. Zij verricht voornamelijk kwalitatief onderzoek op het gebied van diversiteit en het beroepsonderwijs, in het bijzonder de doorstroom naar hogere niveaus. Op dit moment is zij werkzaam als accountmanager op het gebied van doorstroom van mbo naar hbo bij Hogeschool Inholland Den Haag.

    In the Netherlands there is a tendency to make use of the methodology of conferencing circles in case of domestic violence and abuse. The 2009 evaluation showed positive results and since then the approach has been improved, giving way to an increase of requests coming from justice (related) authorities. The underlying approach and caveats are discussed, portraying Eigen Kracht-conferences as an adequate means to unravel the complex phenemenon of domestic violence and abuse, calling upon significant others.

    Nongovernmental organizations (NGOs) within Dutch civil society provide material and immaterial assistance to unauthorized migrants in the Netherlands. Based on long-term qualitative fieldwork in the life worlds of unauthorized migrants, the authors describe how the migrants experience these NGOs as a safe haven where they feel at home and secure for the risks of apprehension and deportation. We argue that these safe havens are also beneficial for the society at large. These NGOs contribute to preventing unauthorized migrants from sleeping in public places and employing illegitimate survival strategies. In addition, the NGOs’ empowerment of these migrants is advantageous for their willingness to access healthcare and employ legal rights. Recent attempts of the Dutch government to restrict the number of these NGOs, lead amongst other things to NGOs who are increasingly focusing on the unauthorized migrants’ return. We argue that these governmental efforts of controlling unauthorized migration through NGOs, will result in unauthorized migrants loosing trust in these safe havens. Ultimately, this governmental control through NGOs will have a negative impact on feelings of security in the society at large as it fundamentally diminishes the significance of these NGOs in civil society for unauthorized migrants without offering an alternative.

    GHB is an anaesthetic that in Netherlands since the 1990s is used as a drug by various groups. Although GHB is often defined as a ‘party drug’, particularly in rural areas it is also used in street cultures. GHB is mainly used recreationally, but a minority uses the drug frequently and/or becomes addicted. GHB use and associated problems are disproportionately spread across the Netherlands and are concentrated in certain rural areas (‘trouble spots’), especially in low SES villages or neighbourhoods. Predominantly based on qualitative research, this article describes supply and use of GHB in rural ‘trouble spots’. The profile of experienced current GHB users in rural areas is characterized by a wide age range, a low level of education, often multiple psychosocial problems and poly drug use. They are almost exclusively ‘white’, in majority male users, of whom a large part has been arrested on several occasions. From a supply perspective, GHB could spread quickly because of the short distribution chain, the limited social distance between dealers and users, as well as the closeness an reticence of user groups. Even though as a drug GHB is very different from methamphetamine, there are striking similarities in set and setting characteristics between rural GHB use in the Netherlands and rural methamphetamine use in the US.

    Intercultural communication is often portrayed as communication between people with a different ethnic or national background. People may interpret differences and misunderstandings arising in communication as especially grand and problematic. Sometimes, people see the reason for a difference in opinion or the conflict to be situated within the other (often national or ethnic) culture. They see themselves and others as a member of a different group, with a different culture and thus claim the differences to be related to the culture and not the individual person (culturalising or culturistic approach). This approach entails certain risks when it is seen as a condition to be able to speak to others and when handled as the sole frame of reference to interpret people’s meaning-making. An alternative approach can be found in a systemic and communication-theory approach, linking it to intersectionality, pluralism, diversity competence and the TOPOI model, as this article explains.

    The aim of the article is to analyse the correlations between social cognitive factors and behaviour that increases resilience by police officers and to assess in which way intention mediates the possible correlations. The study was based on Ajzen's theory of planned behaviour. A cross-sectional survey study was conducted in which 1.799 police officers in the Netherlands completed a questionnaire. Data was also collected by organising qualitative expert meetings with police officers. The data has been analysed using linear regression. The results show that intention had the highest correlation with behaviour that increases resilience and mediates the correlations of the social cognitive factors partially. Perceived behavioural control and attitude also had a direct correlation with behaviour that increases resilience. Subjective norm had a weak correlation with behaviour. This is the first study which tested TPB for behaviour that increases resilience by police officers. Because the design of this study was cross-sectional, more research is needed to better understand the causal relations between social cognitive factors and intention with behaviour that increases resilience by police officers.
