    Forensic psychiatric treatment plays a mayor role in keeping society safe. However, the expectations about what can be achieved with forensic treatment do not seem to be realistic. This complicates the chances of a successful re-socialization. It is foreseen that the number of patients will increase significantly in the upcoming years.
    More effective treatment programs and instruments for risk assessment are needed. For this, the causal relationship between psychopathology and delinquency must be better understood. This requires more criminological research.

    The article is an ethnographical study of Rotterdam’s experience with a program called ‘Community Governs’ (Buurt Bestuurt). Community Governs, a Dutch version of the Chicago Alternative Policing Strategy (CAPS), is a community-based program which goal is to solve neighbourhood crime and disorder problems. Community commitment and involvement are a main component of this program. The article emphasizes the effects that this program had on three levels of trust (performances, intentions and skills) of the residents in police officers and municipal service agencies as partners in the fight against crime and disorder. The results indicate that a ‘positive exercise’ of liberty through political participation of civilians is difficult to realise in poor, inner city, neighbourhoods.

    Criminology has come under the spell of thinking negatively about safety and security. It’s focus merely lies on themes such as control, punishment and exclusion. Much interest therefore goes to public policing, private security, CCTV camera’s, anti-social behaviour orders, gated communities and prisons. Of course, this definition of security and security governance as the protection of citizens against crime and disorder must not be rejected out of hand. Without a minimum level of security, society would fall apart in chaos and despair. At the same time, however, we feel increasingly uncomfortable about the dominance of current negative – control and risk-oriented – approaches to (in)security as they overlook positive interpretations associated with trust, community and care. This introduction therefore provides an overview of academic literature that nuance, counter or resist hegemonic and negative meanings of security. In so doing, our aim is to introduce a positive turn in criminology’s interests and concerns regarding crime and disorder problems.

    Positive criminology criticizes punitive measures, repression, crime control and the ‘politics of fear’, and re-values positive concepts as trust, solidarity, well-being and ‘ontological security’. In this book-review it is argued that many of these positive terms are beyond the scope of criminology and that peace and peace-making are more appropriate terms that can be used within a criminological context. Peacemaking criminology provides a basis for constructive approaches to conflicts and disorder; it may also outline the contours of the peace-making function of the law and the peacekeeping tasks of judges and police officers.

    The concept of positive security appears more and more often in academic and public discussions. It presents a normative agenda for a non-repressive approach of security. In the article, it is claimed that the concept and its implications lack fundamental clarity. First of all, it is illustrated that the meaning of positive security primarily develops on the renouncement of negative security. Second, a historical comparison between the discipline of international relations and criminology discloses that different meanings have been assigned to positive security that seem at times at odds with each other. These frictions substantiate the view that it is problematic to accept positive security as an unequivocal recipe for change. Finally, the consequences of the disseminated structure of meaning are discussed in relation to the ambition of reform that positive security represents. For example, advocates of positive security do not seem eager to commit themselves to very clear normative views. This makes it difficult to really pin down what the suggested changes underlying positive security, are truly implying. Moreover, positive security invites us to extend the horizon of security politics to include various kinds of positive needs and values. But doesn’t this take us back to the initial criticism that the reach of the security concept has extended too much, covering virtually every aspect of life?

    Dynamic predictors of periods of incarceration across the life course of female prisoners in the Netherlands were examined, inspired by a Gendered Pathways to Offending framework. Through life course calendars and surveys 397 female prisoners were interviewed. Women who were employed, received benefits, experienced childbirth, or were involved with substance abusing partners were less likely to be incarcerated one year later. Women whose parents had divorced, were addicted to hard drugs, worked as prostitutes, were homeless, had debts, had income from crime or a criminal partner, or received treatment for psychological problems were at increased risk for incarceration one year later.

    The concept of security is mainly used in a negative way as it is related to the prevention and repression of matters which are perceived as not secure or not safe. This article provides a definition of positive security in order to provide a starting point for research and for working on positive security in the field. The influence of the belief in the idea of social engineering on the negative view of security is discussed and the way in which this is a hindrance to security. The meaning of the concept of security is outlined by focusing on the origin of this concept, the difference between objective and subjective security and by distinguishing it from the absence of crime. Research on public familiarity is covered which is argued to be an important concept in relation to positive security as it shows the importance of trust and predictability. The statement that trust is crucial to security is further supported by examining this relationship from a psychological perspective. In addition agency is introduced as the second factor, next to trust, as conditions for creating positive security. Finally, the focus is on the practical utility of the operationalisation of positive security for further research on the way positive security is shaped in practice.
