Domestic violence is a prevalent and persistent problem in society. To be able to effectively intervene in cases of domestic violence, protect victims, and reduce the costs of domestic violence, several initiatives have been implemented in recent years with the aim of improving the response to domestic violence. A multidisciplinary and systemic approach to tackling domestic violence has been introduced, which is especially important in complex cases. Police work together with different partners, among others, the organisation ‘Safe at Home’ (Veilig Thuis) and the public prosecutor. Police play a particularly important role in achieving immediate safety in cases of domestic violence, and work together with partners to accomplish more structural safety for all family members. The development towards a more holistic response to domestic violence in which the police work together with other organisations is important to be able to tackle domestic violence more effectively. Although the importance of collaboration between different organisations has been recognised, the multidisciplinary response is still in development, resulting in some problems in practice. |

SamenvattingAuteursinformatie |
In this essay the authors argue that social and genetic explanations for behavior are intertwined, and that genetically informed research designs can be a valuable addition to the toolbox that is available to criminologists for examining causal relationships and intergenerational transmission. From this ‘toolbox’ perspective, the authors discuss four study approaches: twin and family designs, genome-wide association studies, polygenetic scores and Mendelian Randomization. Finally, they address a number of practical considerations for applying genetically informed research designs in criminology. |

Although reward systems are utilized in prisons worldwide, evaluations regarding their intended use are lacking. This contribution reconstructs the policy theory of such a system: Promotion and Demotion, as implemented in Dutch prisons in 2014. With a policy scientific approach the intended target group, means, goals and causal mechanisms of the system were delineated. The policy theory assumes three means, ten goals and 24 causal mechanisms. The policy theory is insufficiently empirically substantiated on a number of points and takes limited account of (cognitively) impaired prisoners. This accurate reconstruction offers a unique insight into the assumed functioning of a part of Dutch detention policy and provides starting points for international considerations of behavioral change in detention. |

Het nieuwe activisme? Een kwalitatieve studie naar strategieën en betekenisgeving binnen de Nederlandse tak van Anonymous for the Voiceless |
Tijdschrift | Tijdschrift over Cultuur & Criminaliteit, Aflevering 1 2021 |
Trefwoorden | green-cultural criminology, animal activism, impression management, new activism |
Auteurs | Anantha Thelen en Fiore Geelhoed |
SamenvattingAuteursinformatie |
This article focuses on the ways in which animal activists that are affiliated with the Dutch branch of Anonymous for the Voiceless – a rapidly growing animal rights organization – shape their movement and actions in the context of the Anthropocene. Drawing on qualitative data, the results show that there are tensions between the way in which the organization presents itself to its audiences and the internal dynamics within the movement. In their frontstage performance, they highlight the open and non-coercive nature of their movement, which they describe as new activism. However, this performance contrasts with the abolitionist vision and internal dynamics within the movement, which is characterized by a clear hierarchy, strict rules for a vegan lifestyle and far-reaching consequences when not complying with those rules. |

Climate litigation is an understudied phenomenon in criminology. In this article we will discuss the rise of climate change litigation and growing recognition of global environmental harms from a green criminological perspective. More specifically, we will discuss both the legal reasoning and the impact of the Urgenda case in the Netherlands in the context of environmental, ecological and climate justice. We will conclude with how this case contributes for the recognition of diverse climate victims and strengthening of climate justice in the near future. |

Restorative justice practices and policies have been growing in Belgium during last three decades. This article looks in particular at policy developments in the Flemish Community. It reconstructs how restorative justice has adopted a legal basis in 2005 and 2006 respectively in adult criminal law and juvenile justice. The rise and fall of the Belgian model of ‘restorative prisons’ is discussed. Special attention goes to the role of the Belgian State reform process, where the regions were given more competencies also in restorative justice matters. We investigate how this process of devolution has shaped the restorative justice landscape for the sectors of penal mediation, restorative mediation and conferencing. Some ambivalences in policy making are shown. Moreover, in recent years there are signs of a declining political interest in restorative justice. |

This article contains the results of a crime script analysis regarding the processes of human trafficking and human smuggling in Curaçao. The crime script analysis was conducted using data from five criminal investigations of human trafficking and seven criminal investigations of human smuggling. The results show that human trafficking in Curaçao consists of labor exploitation and sexual exploitation in bars, cafes and clubs. Young women are recruited from Colombia, Venezuela and the Dominican Republic to work as waitresses, trago girls and/or prostitutes. Once they arrive on the island, the women are dependent on the perpetrators and are subjected to exploitation In this research, two types of human smuggling have been witnessed. The first type consists of Venezuelan smugglers who transport fellow Venezuelan nationals to Curaçao by boat in exchange for payment. The second type of smugglers are Curaçao locals who rent out rooms to Venezuelans that reside on the island illegally. |

Prisoners often encounter multiple barriers when returning to society, resulting in higher risks of recidivism. To overcome these barriers, prison-based and community-based professionals assist with preparation for release. Prison-based professionals, such as the case manager and mentor, screen and monitor the problems regarding work and income, housing, healthcare, financial debts and valid identification. Community-based professionals, such as municipal officials, parole officers, healthcare professionals and volunteers, can provide additional and specialized help. First, this research discusses the current policy of the Dutch Custodial Institutions Agency (DJI) and the role of different types of professionals. Second, it presents a nationwide picture of the extent to which prisoners report contact with prison-based and community-based professionals, and to what degree prisoners appreciate this contact. The results are specified for various types of regimes and time served and are based on 4308 prisoner surveys of the Dutch Prison Visitation Study (DPVS), part of the Life in Custody Study (LIC-study). It turns out that most prisoners seem to be in close contact with prison-based professionals and that prisoners positively value this contact. However, contact with community-based professionals is limited and prisoners are somewhat dissatisfied about their contact with parole officers and municipal officials. Furthermore, the amount of contact differs across various types of regimes and time served. In particular, individuals who recently entered prison report less contact. To conclude, policy implications will be discussed. |

Little is known about (former) partners of 1%motorcycle club members. Social professionals working with victims of domestic violence in shelters have regular encounters with these mostly female (ex-)partners. In this exploratory contribution we wonder what is known about domestic violence amongst people with (ex-)partners of 1%motorcycle club members and the consequences of the involvement of a motorcycle club for tackling this violence. Based on thirteen semi-structured interviews with social professionals working in a shelter, external professionals and (ex-)partners, the link between domestic violence and membership of a motorcycle club could not be verified. What this research does show is that safety is the number one priority in working with these (ex-)partners. Furthermore, it shows how complex it is to assess the seriousness of potential threat coming from these 1%motorcyle clubs. Further research on domestic violence in environments associated with organised crime and the cooperation between the judiciary system and social professionals is needed to improve safety and wellbeing for this specific group. |

SamenvattingAuteursinformatie |
The Financial Action Task Force reported that money launderers may operate in professional money laundering networks. Whether such money laundering networks operate in the Netherlands is unclear. In this article the authors therefore explore whether professional money launderers collaborate in network structures and the business-like manner in which they offer their services. Business-like refers to their involvement in multiple cases, the amount of repeat customers, and excludes family relations. The research is based on Dutch police registrations of 236 professional money launderers. Our results suggest that professional money laundering networks are indeed active in the Netherlands and that money launderers in these networks offer their services in a business-like manner to a varying extent. An important caveat to the current findings is that the criminal cases analyzed predominantly pertain drug-related offenses, leaving the existence and professionalism of money laundering networks in other types of crime, like large-scale fraud, a question open for future research. |

Auteurs | Toine Spapens |
SamenvattingAuteursinformatie |
Criminology has traditionally focused on urban areas where crime visibly concentrates. However, since the 1990s, attention for ‘rural criminology’ has steadily increased. First, rural areas are confronted with partly different and less visible crime problems, such as environmental crimes. Second, public actors such as enforcement and other agencies are less present and ‘available’ in rural areas, and people on average trust the government less to provide support when necessary. This chronicle presents an overview of international and Dutch research in the context of rural criminology. The paper addresses cultural differences between urban and rural areas, high-volume crimes, gender-related violence, alcohol and drug abuse, environmental crime, and enforcement in rural areas. |

Auteurs | Dr. mr. Roland Moerland en Giulio Soana |
SamenvattingAuteursinformatie |
Throughout the last decade several cyclists have published memoirs in which they account for their doping use. In previous literature such autobiographical accounts have been characterized as attempts of fallen sports stars to sanitize their spoiled public image. In contrast, the analysis in this article will show that the accounts are of relevance when it comes to understanding the problem of doping in professional cycling. Their accounts break the omertà regarding doping, providing insights about the motivation and opportunity structures behind doping and how such structures are endemic to the system of professional cycling. |

Trefwoorden | UNODC handbook, Restorative Justice programmes, Basic Principles, cases of serious crime, community |
Auteurs | Jee Aei Lee en Yvon Dandurand |
SamenvattingAuteursinformatie |
In this contribution, the authors take stock of the many diverse restorative justice programs that have been implemented in many countries, worldwide, over the past twenty years, and that have involved a number of problems. They also discuss a number of new developments and areas of concern, including victim participation, the relationship with common law, cases of serious crime and the role of the community. The authors hope the new UNODC Handbook on Restorative Justice Programmes to be as successful as the previous edition in promoting new ways to apply restorative justice principles in criminal matters and helping practitioners benefit from each other’s experience. |

Trefwoorden | sexually transgressive behavior, normalization, topsport culture, grooming, coach |
Auteurs | Dr. mr. Anton van Wijk en Prof. mr. Marjan Olfers |
SamenvattingAuteursinformatie |
Sexually transgressive behavior occurs in all sections of society, including sports. That includes behavior from making sexual comments to rape. A risk factor is the culture that can prevail in sports, also known as a disruptive culture. There is normalization of deviant behavior. The top sport culture is particularly vulnerable to unacceptable behavior. In this article we will consider the phenomenon of grooming by the coach – the conscious and movement that induce the minor to engage in sexual contact. Within top sport, the opportunity for (sexually) transgressive behavior will be the determining factor. While grooming in recreational or recreational sport is often by isolating (vulnerable) children from the group, grooming can occur in top sport because of the intensity of the relationship, which is in any case of a more closed nature and can be strengthened by the strong performance-oriented top sport culture. In both cases, an alert, open environment is necessary to create a safe sports climate. |

The 20th anniversary of this journal is a good reason to glance back at developments with restorative justice for children and young people. Can we say that restorative youth justice has become mature? Some core events and articles about developments in Belgium, the Netherlands and elsewhere are discussed, paying attention to young suspects as well as victims. Subsequently, the embedding of restorative justice in youth laws is discussed. Finally, the article focuses on the question what should be done to improve the implementation into an effective, child friendly and ‘rights based’ youth sanction model. |

SamenvattingAuteursinformatie |
This article discusses the concepts of society and community involvement as they appeared in the articles of the Dutch-Flemish Tijdschrift voor Herstelrecht (Journal of Restorative Justice) during last 20 years. It shows how the journal from its very beginning adopted a strong focus on criminal justice reform, although restorative practices within the community occupied a considerable space in the consecutive volumes as well. Studies on restorative justice programmes in Belgium and The Netherlands, such as victim-offender mediation and family-group conferences, revealed a predominant orientation on interpersonal relationships stressing the role of the community of care. In the same sense, also community mediation and other community oriented restorative practices focus on the personal well-being of people and the improvement of personal and social relationships. Hence, both theory and practice face two important challenges in developing restorative justice: (1) which role to give to a larger community and how to operationalize its involvement, and (2) how to deal with underlying causes of crime and social-structural injustices? Referring to European action-research projects and to conceptual models developed outside Europe, a case is made for designing restorative justice methodologies and programmes involving civil society in a more encompassing way and linking micro to macro societal levels. Developing strategic alliances with new social movements could be the way forward. |
