Dutch mayors play an increasingly prominent role in tackling (organized) crime. However, empirical research into how mayors fulfil this role remains scarce. Based on 23 interviews with nineteen mayors and sixteen municipal officials, this study reveals the different ways in which mayors have given meaning to the administrative approach of outlaw motorcycle gangs (OMCGs) in the period 2012-2017. While the national approach to OMCGs fits within the wider focus in society on prevention and the exclusion of ‘risky groups’, this empirical study shows how mayors give their own effect to this focus at the local level. |

In this essay the authors argue that social and genetic explanations for behavior are intertwined, and that genetically informed research designs can be a valuable addition to the toolbox that is available to criminologists for examining causal relationships and intergenerational transmission. From this ‘toolbox’ perspective, the authors discuss four study approaches: twin and family designs, genome-wide association studies, polygenetic scores and Mendelian Randomization. Finally, they address a number of practical considerations for applying genetically informed research designs in criminology. |

The ports of Rotterdam and Antwerp are among the main European ports of entry for the import and further distribution of cocaine. Earlier research underlines the interchangeability of these ports regarding the criminal networks trafficking cocaine into Europe. In this contribution, the interchangeability of these European sea ports regarding cocaine trafficking is questioned. Based on empirical research, and applying the routine activity approach, the Port of Rotterdam and the Port of Antwerp are compared with respect to their physical characteristics, the potential, motivated offenders, as well as the existing public and private security measures. |

In recent years, the authorities have dismantled several encrypted phone providers. These providers stored millions of messages about covert activities that were overtly exchanged between criminals. This type of communication offers a unique insight into serious organized crime and the people involved. Based on one such intercepted encrypted phone network, called PGP-Safe, we carried out a social network analysis on the Dutch-speaking synthetic drug market. Three findings stand out. Firstly, three-quarters of all accounts (N=4,158) are interconnected in a giant component, resulting in a criminal small-world effect. Secondly, the network appears to be robust. As a consequence, the removal of central accounts will hardly have any impact on the network as a whole. Thirdly, the majority of the accounts within the synthetic drug market is involved in poly-drug trafficking. The Dutch synthetic drug market is much more closely intertwined with other drug markets than is commonly known. |

As drug producing countries and logistical hubs, the Netherlands and Belgium are topping the worldwide charts in the field of international drug trafficking. For this reason, the Netherlands – and to a lesser extent Belgium – is depicted as a ‘narco state’ in the media and the political arena. Another term that is frequently used when it comes to crime problems related to drugs is ‘subversive crime’. In this introduction of the special issue on drug crime, the authors elaborate on two themes that are central to the terms ‘narco state’ and ‘subversive crime’: the size and estimates of the drug economy and the embeddedness of the drug industry in the legal world in the Netherlands and Belgium. |

This paper concerns the question whether in the period 2011-2017 displacement effects occurred from the Netherlands to Belgium in the context of synthetic drugs production, cannabis cultivation, and retail of illicit drugs, and if so, how these may be explained. We conclude that displacement took place in modi operandi of retail drug dealers. This is explained foremost by the policy of banning non-residents from Dutch coffeeshops in border region municipalities. Dealers and traffickers responded by switching to local distribution in Belgium as well as deliveries by drug couriers. The synthetic drugs and cannabis cultivation markets show minor changes in modi operandi, but no changes occurred in choosing production locations. Displacement effects in the context of organized drug crime must be explained from a range of factors. Reality is therefore more complex than assuming that government interventions are the main cause of a balloon effect. |

In order to advance our understanding of digital drug markets on social media, this article examines the trustworthiness of cocaine dealers on Telegram Messenger. Based on an exploratory netnography, we illustrate that digital dealers on Telegram Messenger use a number of sales tactics to attract potential customers, emphasizing the quality of the goods and service and (competitive) pricing strategies. These sales tactics include various signals that seem intended to appear as trustworthy as possible to potential customers. Seen from the perspective of signaling theory, our study highlights the ambiguity of these signals that, depending on the online observer, could both signal trustworthiness and untrustworthiness. |

This article describes traits of the hitherto underexposed transit trade of cocaine via the Netherlands, based on a qualitative social network analysis of a diversity of data. Research findings show that the transit trade via the Netherlands is dominated by poly-drug trafficking. It is noteworthy that streams of predominantly mono-drugs are entering the Netherlands, while mainly streams of poly-drugs are leaving the country. Our research furthermore shows that cocaine intended for European markets may be transited via the Netherlands to European countries to which the cocaine was initially imported. This is what we refer to as ping-pong trade. Another characteristic of the transit trade of cocaine via the Netherlands is that the actors involved, mainly coordinate parts of the cocaine supply chain. Although different groups within the cocaine distribution chain collaborate, this does not necessarily mean they actually know each other. Taken together, the organization of the distributive trade of cocaine is in this article positioned as an interdependent transnational network of networks (NoN). We suggest that future research into the transit trade of cocaine should apply such a transnational NoN perspective to fully grasp the interdependence of the micro and meso levels of the trade and, in so doing, ultimately comprehend the effect this may have on the macro level. |

Criminology has traditionally focused on urban areas where crime visibly concentrates. However, since the 1990s, attention for ‘rural criminology’ has steadily increased. First, rural areas are confronted with partly different and less visible crime problems, such as environmental crimes. Second, public actors such as enforcement and other agencies are less present and ‘available’ in rural areas, and people on average trust the government less to provide support when necessary. This chronicle presents an overview of international and Dutch research in the context of rural criminology. The paper addresses cultural differences between urban and rural areas, high-volume crimes, gender-related violence, alcohol and drug abuse, environmental crime, and enforcement in rural areas. |

Critical narrative criminologists analyse dominant and institutionalised stories that can contribute to harm but they might also become more involved in interrogating and changing such narratives. The following question would be: in what ways can this be done? Based on experiences from a Participatory Action Research (PAR) project on stigma with people who use(d) illegal drugs, this paper reflects on the epistemological opportunities and challenges of fusing narrative criminology with PAR. Although such an integration raises potential tensions – especially with regard to the role of the researcher – PAR can amplify narrative criminology by offering a framework for practicing critical, ethical and socially engaged scholarship. Vice versa, narrative criminology can deepen PAR in its analysis of discursive power structures and the relation between narratives and action. |

Multi-national corporations are increasingly facing attention and disapproval by different actors, including authorities, public and (non-) commercial organizations. Digital globalization and especially social media as a low-cost, highly interactive and multidirectional platform shape a unique context for this rising attention. In the literature, much attention has been devoted to top-down approaches and strategies that corporations use to avoid stigmatization and sanctioning of their behaviour. Reactions to corporate harm are, however, seldom researched from a labelling perspective. As a result, corporations are not considered as objects towards whom labelling is targeted but rather as actors who hamper such processes and who, as moral entrepreneurs, influence which behaviour is labelled deviant. Based on theoretical analysis of literature and case studies, this article will discuss how the process of labelling has changed in light of the digitalized, late-modern society and consequently, how the process should be revisited to be applicable for corporate deviance. Given a diversification of moral entrepreneurs and increasingly dependency of labelling and meaning-making on the online sphere, two new forms of labelling are introduced that specifically target institutions; that is bottom-up and horizontal labelling. |

Talk, chat, and stories are ubiquitous in ethnographic research. Engaging with the recently burgeoning literature around narrative criminology, this article argues that considerations of stories and storytelling can add much to cultural criminologists’ pursuit of ‘criminological verstehen’ (Ferrell, 1997). In doing so, we focus on one case study: ethnographic research grounded within the USA’s contemporary ‘doomsday’ prepping subculture. The article considers the value of attending to narrative during the pursuit of verstehen at two levels. First, we address the importance of storytelling upon entry to the ethnographic field – drawing attention to how the narratives researchers share, and their respect for certain stories, can facilitate deep and experiential access to stigmatized fields of activity (such as prepping). Second, we explore how narrative remains in play during immediate experiences. In particular, we argue that fleeting excitements featured in prepping lifestyles are often shaped by the significance of the ‘moments’ in which they occur to numerous personal narratives. We therefore contend that, for ethnographers interested in verstehen, a consideration of narrative offers a means to expand and deepen empathetic appreciation of participants’ worldviews and activities. |

A well-established body of epidemiological research suggests that the prevalence of mental health problems (mental disorders, psychological distress, and substance use) in prisoner populations far exceeds that of non-incarcerated people in the surrounding community. Poor mental health in prisoners is associated with multiple adverse outcomes, including suicidal behaviour. In the past decade, novel data in Belgium and the Netherlands have been published on this topic, which have not been synthesized to date. The aim of the current systematic literature review was to provide an up-to-date overview of the mental health of prisoners in Belgium and the Netherlands. Based on 24 empirical studies conducted in 1997-2018, the authors conclude that people with mental health problems are overrepresented in Belgian and Dutch prisons, providing both a challenge and a public health opportunity to address the mental health care needs of a vulnerable and hard-to-engage population. Investing in the prevention and treatment of mental health problems not only benefits the prisoners concerned, but equally, society at large. |

Illegal weed cultivation is increasingly perceived as an important societal problem. Most of existing research in this area focuses on the criminal organisations active on the cannabis market and the criminal profits that are gained here. The current study however focuses on the actors at the bottom of the cannabis market – the home growers – and aims at answering the following research question: what factors influence the chance of encountering an illegal weed cultivation at a certain residential address? In this study, the risk and protecting factors are taken into consideration on both the individual level (e.g. family composition and financial position of residents) and the neighbourhood level (e.g. social cohesion, physical disorganisation, level of criminality in a certain neighbourhood). In the current study, data of 401 illegal hemp cultivation sites discovered between 2011 and 2016 in homes in Eindhoven, the Netherlands, were analysed. Data from various quantitative data sources – like municipal data (BRP and data from the Social Domain) and data from the municipal neighbourhood monitors – were combined and analysed through a multilevel logistic regression. The results suggest that the likelihood of an illegal weed cultivation site is most prominently influenced by individual factors. Being married for instance seems to decrease the risk, whereas being divorced seems to increase the risk. The housing type also turns out to be of influence. On a neighbourhood level, physical disorganisation and the presence of other hemp cultivation sites in the neighbourhood are the only predictors for hemp cultivation. The results are discussed in the light of criminological theories regarding participation in crime, using the theoretical concepts motivation, opportunity, and control. |

In this article, Cannabis Social Clubs (CSCs) are understood as being social movement organizations advocating for the legalization of a closed, cooperative and non-profit model for cannabis supply among adult users. Drawing on qualitative data collected in Belgium, this paper analyses how one becomes a leader of a CSC as well as the functional role assumed by those individuals. It further unveils how Belgian CSC leaders’ engagement in those organizations and in the wider cannabis movement is perceived. We identify and discuss the techniques employed by those key activists to manage cannabis-related stigma drawing on a framework developed by Lindblom and Jacobsson’s (2014). While CSCs might contribute to normalizing cannabis use and supply, our analysis suggests that CSC leaders face some degree of stigmatization, shifting between conformist and confrontational techniques to manage the perceived cannabis-related stigma. Building on the case of Belgian CSC leaders, this paper makes a contribution to the understanding of an under-researched movement, and the role of the leaders within it, expanding also the application of Lindblom and Jacobsson’s (2014) framework to a novel area of activism. |

In the introductory article of this special issue on ‘moral entrepreneurs’ in the 21st century, we situate different notions of moral entrepreneurship. Particularly foregrounding Howard Becker’s definition, we discuss its origins and use in subsequent research. The question that we’ve put forward in the ‘call for papers’ for this special issue is to what extent the notion is relevant in contemporary research and who is considered as ‘moral entrepreneur’. The research papers discuss ‘entrepreneurial’ practices of university ethic commissions, medical professionals, police officers and the leaders of cannabis social clubs. We conclude that the underlying rationales and discourses of moral entrepreneurs that the authors identify, reflect contemporary neoliberal ideals. |

In this article, I am using Becker’s concept of moral entrepreneur to analyse the role of pain specialists in the labelling process, which has led to the normalisation of the use of opioid painkillers in the United States and ultimately to the death over 200.000 Americans. In general, the literature on labelling centres on crusading reformers, and the criminalisation and stigmatisation of transgressive behaviour. Here I will focus on the moral entrepreneurship of medical experts. What was their role in the normalisation process of opioid painkiller use and are there any similarities with the strategies of crusading reformers? My findings, based on qualitative analysis of documents such as newspaper articles and academic publications, show that, with two exceptions, pain specialists use the strategies of moral crusaders. First, in their narratives, pain specialists represented themselves as neutral objective experts without the emotional stance of moral crusaders. The second exception, which is related to the first, is that there was less emphasis in their narrative on creating villains, as they could not blame openly standard medical practice because they needed the support of the established medical world in order to normalise and legalise opioid painkillers. |

Drones en drone-gerelateerde cybertechnologieën nemen een vlucht in het veiligheidsdomein in de vorm van toepassingen door het leger, de politie, brandweer, private beveiligingsbedrijven, en ook deurwaarders, agrariërs en burgerinitiatieven. Drones werden in eerste instantie ontwikkeld voor militaire doeleinden. Hun aanpassingsvermogen als universele platforms voor beeldregistratie en goederenvervoer leidt tot hoge verwachtingen rond toepassing in het civiele domein. Dit artikel onderzoekt de ethische aspecten van “dual use” van drones en gerelateerde technologieën. Verschillende dimensies van dual use worden verkend: de technologisch ontwikkeling, maar ook de ontwikkeling van wet- en regelgeving in Amerika en Europa. Voor het Nederlandse veiligheidsdomein is relevant dat dit artikel bijdraagt aan het signaleren van de noodzaak om de ontwikkeling en toepassing van drones in breder perspectief te bezien. Drones en hun toepassingen maken deel uit van de internationale markt van militaire organisaties en van veiligheidsorganisaties in het publieke en private domein. Bovendien maken ze veelal deel uit van geïntegreerde systemen en van wereldwijde platforms voor consumentenelektronica.
