In this paper, we present a mathematical model for the prediction of chimney fires using data collected by the Twente safety region over the years 2004 up to 2015. The explanatory variables used are the number of inhabitants per areal unit of 500 by 500 metres, the daily mean temperature and an indicator variable for October. Spatially and temporally correlated noise is added to be able to capture latent factors such as human behaviour. The model is validated using the data over the years 2016 and 2017. The model is implemented as a dashboard on a public website and yields as output a hazard map for chimney fires in Twente based on the weather forecast for the coming six days. This way, the dashboard can be used for prevention and planning purposes. |

Traditionally, the mayor has an important role as a citizen’s father and as a maintainer of public order. In the context of the so-called ‘undermining’ criminality, the mayor has been increasingly empowered with new legal instruments to combat undermining criminality. Some mayors see themselves as a sheriff. However, in the Dutch Municipal Act, the mayor only has a task of maintaining the public order. How does this task relate to combating undermining criminality? What is the role of the mayor in the combat of undermining criminality? Nowadays, there is no legal basis in the Dutch Municipal Act to equip the mayor with crime-fighting duties. This article proposes to equip the mayor with a legal duty as a crime fighter. |

Criminology has traditionally focused on urban areas where crime visibly concentrates. However, since the 1990s, attention for ‘rural criminology’ has steadily increased. First, rural areas are confronted with partly different and less visible crime problems, such as environmental crimes. Second, public actors such as enforcement and other agencies are less present and ‘available’ in rural areas, and people on average trust the government less to provide support when necessary. This chronicle presents an overview of international and Dutch research in the context of rural criminology. The paper addresses cultural differences between urban and rural areas, high-volume crimes, gender-related violence, alcohol and drug abuse, environmental crime, and enforcement in rural areas. |

Hesdy Gerges is a heavyweight kickboxer whose career was interrupted because of his involvement in an cocaine transport. This article is analyzes the biography of this top fighter, describing the macro context of an expanding market for full-contact martial arts, the meso level of the gym and its relation to the criminal milieu, and the fighter and his body on the micro level. Hesdy is used to set an example, and since it takes more than seven years to reach a verdict, the impact on his private life and his career as a fighter is large. The study is based on participant observation and 33 interviews, twenty of which with the protagonist. |

This article discusses the concepts of society and community involvement as they appeared in the articles of the Dutch-Flemish Tijdschrift voor Herstelrecht (Journal of Restorative Justice) during last 20 years. It shows how the journal from its very beginning adopted a strong focus on criminal justice reform, although restorative practices within the community occupied a considerable space in the consecutive volumes as well. Studies on restorative justice programmes in Belgium and The Netherlands, such as victim-offender mediation and family-group conferences, revealed a predominant orientation on interpersonal relationships stressing the role of the community of care. In the same sense, also community mediation and other community oriented restorative practices focus on the personal well-being of people and the improvement of personal and social relationships. Hence, both theory and practice face two important challenges in developing restorative justice: (1) which role to give to a larger community and how to operationalize its involvement, and (2) how to deal with underlying causes of crime and social-structural injustices? Referring to European action-research projects and to conceptual models developed outside Europe, a case is made for designing restorative justice methodologies and programmes involving civil society in a more encompassing way and linking micro to macro societal levels. Developing strategic alliances with new social movements could be the way forward. |

SamenvattingAuteursinformatie |
This article states that the social and political context in which restorative justice is situated, needs more attention. The polarized rhetoric of populists with their plea for more state control and repression does not fit with the restorative approach with its emphasis on inclusion and social responsibility of active citizens. The author suggests that the paradigm of ‘positive security’ as coined by Marc Schuilenburg and others could function as a base for an alternative, more constructive and inclusive ‘big story’ on crime and security that is more akin to restorative justice. Aspects of current social protest movements as the MeToo movement, Black Lives Matter and climate demonstrations could be integrated in this ‘big story’, also to prevent that restorative justice is viewed only as a quick fix to soothe symptoms and not address political and social root causes of injustice. In this way, the international restorative justice movement could widen its scope. |

Welzijn, primaire levensbehoeften en delinquentie bij adolescentenEtiologische assumpties van het Good Lives Model getoetst |

SamenvattingAuteursinformatie |
A recent rehabilitation theory, the ‘Good Lives Model’ (GLM), states that interventions that work towards a higher well-being can reduce recidivism risk more sustainably by promising a happier, pro-social life, rather than just a less harmful one. Although the GLM theory appears promising, limited empirical research has examined its underlying assumptions, applicability and its effectiveness. Research into the GLM with youth is even more limited. Therefore, in the current study, we investigate the main etiological assumptions of the GLM in a large group of adolescents between 14 and 18 years old from the general population (N=5.776), by means of self-report survey data on well-being, primary human goods and delinquency. The results show that a lower subjective global well-being is related to delinquent behavior. Especially the primary human goods of relatedness and working towards a financially stable future appear to be important goals for interventions aimed at rehabilitation of juvenile offenders. |

SamenvattingAuteursinformatie |
The first part of this article presents three academic theories on radicalisation: Moghaddam’s staircase model of radicalisation, Galtung’s typology of violence (direct, structural and cultural violence), and Staub’s psycho-educative approach. The core of Staub’s approach is that in conflict periods, people can be psychologically manipulated through their own fears, insecurities and unresolved traumas. Therefore, psycho-education and the empowerment of people are highly necessary to stimulate citizens to function as active bystanders when they are confronted with wrongdoing. In the second part of this article some promising approaches are presented which might increase personal and social resilience. The role of narratives in understanding experiences and changing identities is discussed. Radio La Benevolencija in Rwanda uses the power of storytelling to stimulate resilience among the population. In the concluding paragraph a two-pronged strategy on radicalization is presented. This positive criminological perspective aims to promote active bystandership, participation and resilience. |

This contribution advocates a fresh look at counteracting radicalization. Two frameworks are used for this. In the first place, that is the restorative justice that we have coined here as ‘making amends’. We need this normative framework because it provides clues for the prevention of ‘transgressing’ forms of radicalization, which can lead to extremism and terrorism. Secondly, we use an Activism of Hope framework, which states that we may and must resist social deprivation and injustice. After all, deprivation and injustice are the breeding ground for radicalization. |

Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers. |

SamenvattingAuteursinformatie |
Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods. |

Is digitale buurtpreventie een goed instrument voor burgeropsporing? |
Tijdschrift | Tijdschrift voor Veiligheid, Aflevering 2-3 2020 |
Trefwoorden | digital neighborhood watch, community crime prevention, crime reduction, surveillance, social control |
Auteurs | Jossian Zoutendijk en Krista Schram |
SamenvattingAuteursinformatie |
It is often assumed that digital neighbourhood watch groups lead to more emergency calls and more arrests by the police. This article revolves around the question whether or not these groups actually contribute to reducing crime in the Netherlands. It does so by looking at recent studies and the results of researchers’ own ‘realist evaluation’ of the city of Rotterdam’s policy on digital neighbourhood watch. The latter includes a reconstruction of the program theory and ten case studies with different types of groups. The reconstruction of program theory revealed two main routes to crime reduction: 1) more emergency calls and more arrests by the police and 2) more social control. Chat histories have been studied and moderators, participants, non-participants and professionals were interviewed on their perception of active mechanisms and on the efficacy of their group. None of the respondents believed their group led to an increased number of arrests, but interviews and chat histories show that crime can be reduced by means of social control. Social control by neighbours limits the opportunity for crime and disturbs criminal acts. Other studies in the Netherlands support this finding. The article closes by putting digital neighbourhood watch in a citizen’s perspective with suggestions to improve the efficacy of digital neighbourhood watch groups and the notion that for citizens, crime reduction is not the only or principal goal. |

SamenvattingAuteursinformatie |
Undermining has become a buzz-word in Dutch politics and security governance. On national and local level there is great concern about the disappearing lines between the legal and illegal world, which affects the democratic order and rule of law in the Netherlands. Hence, everything possible should be done in order to combat the creeping threat of undermining. However, what is undermining actually? And why has the concept become so popular now? In this contribution, the authors will consider those and other relevant key questions about the rise and effect of the undermining concept to provide more conceptual clarity. By critically reflecting on undermining as a speech act, that is ‘underminization’ (cf. securitization), and based on empirical research, the authors suggest that there are two discourses at work that hinder the effectivity of the concept: one is specifically focused on the drugs industry with its illegal activities and one broadens the concept into unlawful and undesired developments that interfere with societal stability. The authors conclude that the concept of undermining may mobilize at policy level, yet seems to paralyze at operational level. |

Contrary to its allies in other countries, the sex industry decriminalization movement in New Zealand, embodied by the New Zealand Prostitutes Collective (NZPC), achieved its goal in 2003. This article explores the reform of the sex industry policy in this country on the basis of a Social Movement Concept. Apart from the specific New Zealand culture, particularly the interaction between three social political aspects – awareness, political opportunities, and a strong social movement organisation – can be identified as crucial factors in realizing a decriminalized sex industry environment. The enactment of the Prostitution Reform Act 2003 meant a unique and huge success for a small sex workers movement. |

SamenvattingAuteursinformatie |
About half (54%) of Dutch mental health care have patients who radicalize. This delivery room for radical losers deserves more attention. The GGZ will then have to emerge from the stalled discourse, that radicalization is not a psychiatric disorder. An important breeding ground for these and other ‘delivery rooms’ are apart from factors like social and psychological influences, and grievances about social, economic and health inequalities (Bhui et al., 2014), the wars that are initiated annually by the United States from 1798, with or without the help of the United Kingdom, the European Union and therefore the Netherlands. This article argues that ‘fire should not be fired with fire’. It is argued for the implementation of Activism of Hope (Lleshi, 2018) with its own grandfathers, such as Martin Luther King, Mahatma Gandhi and Nelson Mandela. Finally, an action perspective for all young people in the tumultuous phase of adolescence is proposed for education- and care institutions. |

Kickboksen, een Marokkaanse route naar succes? |
Tijdschrift | Tijdschrift voor Veiligheid, Aflevering 3-4 2019 |
Trefwoorden | Kickboksen, Marokko, Chicago, Wacquant |
Auteurs | Frank van Gemert |
SamenvattingAuteursinformatie |
Loïc Wacquant conducted ethnographic research in the ghetto of Chicago and describes the route to social mobility that black boxers try to follow as they train in the gym and build body capital. Based on similar research methods, this article compares the black boxers to two episodes of kickboxing in Amsterdam. Wacquant is not hopeful when it comes to social mobility of the boxers, as he sees their boxing careers as confirmation of their low position in society. In the first Dutch episode, kickboxers manage to combine body work in the gym with working in the nightlife economy. They make money but are unaware of the danger of getting involved in criminal activities, and a number of fighters end up in prison or even dead. Currently, kickboxing is very popular with young Moroccans. Having seen what went wrong in the previous episode, Moroccan trainers keep a close watch on their pupils, and make sure they realize that what happens outside and after kickboxing is what really matters. |

Tijdschrift | Tijdschrift voor Veiligheid, Aflevering 3-4 2019 |
Trefwoorden | victim needs, social justice, disasters, fires, legal settlement |
Auteurs | Michael Blommers |
SamenvattingAuteursinformatie |
Based on a retrospective analysis of six large scale and fatal fires in the Netherlands, an improvement in terms of meeting the needs of victims can be seen. A comparison of the legal settlement of these fires shows mayor differences in the fulfilling of different aspects of social justice that are identified in social psychology. Two victim needs commonly associated with retributive justice – financial compensation and a thorough, neutral investigation into the causes of the disaster – were fulfilled to a higher degree after the most recent fires than after those that occurred decades ago. The legal settlement after the New Year’s fire in Volendam (2001) appears – at least on paper – to have been more just from the victim’s point of view than the ones after the other incidents. Empirical research into the experienced social justice after the New Year’s fire can be valuable to assess the factors that can lead to a just settlement after disasters. |
