    The Dutch Police Act provides the police with the legal power to gather information about a person on the internet as long as this does not cause more than ‘a limited violation of privacy’. If the police are gathering more information about a person they need a special legal power laid down in the Dutch Code of Criminal Procedure. The dividing line between ‘a limited violation of privacy’ and ‘more than a limited violation of privacy’ is not always clear. The legislator is preparing a new piece of legislation to provide the police with more clarity. This article discusses the suggested law article with respect to the gathering of information from open sources. Furthermore, this article suggests to not only regulate the amount of information the police are gathering but also the kind of tools that the police use (simple search machine versus an advanced web crawler).

    A taboo serves the social order for it facilitates social control. This article will focus on taboos related to sexual contact by youngsters. The way authorities guard sexual taboos is indicative of the way authorities envision the organization of society. It is this organization through the control of youth and sex which will receive attention. In the classic study by Mary Douglas on pollution and taboo dirt is understood as ‘matter out of place’. The sexual teenager is an illustration of this ‘matter out of place’ because it is difficult to categorize sexual teenagers on the basis of asexual children and sexual adults as an organizing principle for society. In criminal law lewd conduct by youngsters refers to wrong sex at the wrong age. By criminalizing these sexual transgressions the proper place of youth and sex is once again restored. This is necessary for it will be argued that the interests of society are somewhat under pressure because of transgressions when it comes to children as asexual and when it comes to sex as something for within a relationship. The perpetrator of lewd conduct should be understood as a scapegoat reestablishing when and how sex should take place. By restoring the asexual child and the sexual relationship it is hoped sex and youngsters can once again offer some guidance in a social order lacking these clear markers.

    The explosive growth of the Internet has led to countless new possibilities, and it opened the way for societal progress and an extensive globalization and digitization. However, the original ambition of the Internet as a free, open and neutral medium has also led to new possibilities in the field of crime. The current paper illustrates how governments dealt with the development of the Internet and it gives an explanation for why and how unintended side effects have manifested in society. Using the phenomenon of digital child abuse, this paper offers recommendations for an effective government response and for an effective detection of and fight against cybercrime.

    The number of Internet users who reported they have come into contact with cybercrime is substantial. This article examines three forms of cybercrime, namely: hacking, cyber stalking and cyber threats. Because cybercrime is relatively extensive in the life of Dutch citizens, it is important to gain insight into factors that influence victimization. By means of a secondary analysis of data from the first Dutch national cybercrime victim survey (N=9,161), it is assessed to which extend online behaviours affect victimization. In particular, online behaviours involving the use of communication applications affect victimization of the three aforementioned cybercrimes. The article provides suggestions for further research into cybercrime victimization.

    It is assumed that the online world creates new possibilities for criminal behaviour. Only recently criminologists started the debate on the applicability of traditional criminological theories to cybercrime offending. Data retrieved from the national Dutch survey Youth & Cybersafety indicate that cyberbullying behaviour is not only strongly interwoven with traditional bullying behaviours, but is also affected by the distinct features of the online environment. The findings give support to the suggestion that the aetiological schema to explain cyberbullying should postulate the interaction between individual characteristics, distinct features of the online environment and the interaction between offline and online social realities.

    This special issue introduces the topic of cybercrime to Dutch criminology. First, it raises the major substantive issues that computer technology involves for criminology, in terms of crime volume, people involved in crime, and the ways that crimes are committed. Also, it deals with research literature on cybercrime on various topics, such as survey methodology, crime prevention and Internet applications open to justice professionals in the fight against crime. Overall, the article concludes that much research remains to be done in this relatively new field.

    This article describes the findings of a national representative survey on online victimization. The survey was conducted in the Netherlands in 2011 amongst youth aged 10 to 18. Purpose of this research is to identify various risk factors related to cyber bullying, online sexual activities and online financial crime (e.g. e-fraude and commercial deceit). More than 9 percent of the youths had negative experiences with cyber bullying, about 5 percent with e-fraude and over 11 percent with commercial deceit. Also unwanted online sexual solicitations (6%) and unwanted exposure to sexually explicit internet material (12%) occurred with some regularity.
    This research complements earlier research on youth victimization in two important respects. First, we paid explicit attention to determine whether the youngster experienced the online incident as negative, neutral or positive. Our strategy to address negative experiences ensures the identification of actual victims. Secondly, we made it possible to identify and compare risk factors on various types of online crime. Girls are more likely to be cyber bullied, to receive unwanted sexual solicitations and to be unwantedly exposed to online pornography, whilst boys are more at risk to be commercially deceived or scammed.
    Internet use and behaviour are significant risk factors to comprehend online victimization. Above average use of instant messaging and clicking on (advertising) hyperlinks without restraint, are important predictors for online victimization. Finally, online disinhibition - a loosening of social restrictions during interactions with others on the Internet - and low self-control, turn out to be significant risk factors.
    It is difficult to accept certain risks, especially when youth are involved. However, children have to learn themselves to assess risks, to deal with them and to learn from them. It is important youths built up resilience to adequately react on negative online incidents and to reduce online vulnerability.

    From its beginning in 2002, the Dutch Journal of Safety Studies (JSS) has wanted to be a platform for Dutch and Belgian academic articles about all facets of safety and security. Furthermore the journal wants to be a platform for multidisciplinary articles in which safety and security issues are studied from different and complementary perspectives or academic fields.This article provides a content analysis of all 129 JSS-articles. The analysis shows that the focus of JSS is on matters of social safety (and less on the more ‘technical’ safety issues) and on the organization of safety (functioning of organizations or networks and/or the effectiveness of measures) and less on safety as such. Over the years, a few changes have taken place. (1) In the field of social safety the focus has shifted somewhat from ‘the organization of safety’ towards safety as such. (2) Although the proportion of articles from Belgium is small (5,4%), it has increased over the years. (3) Authors from Dutch universities of applied sciences have published no more than 4 articles (3,1%), the first one of which appeared in Volume 6. After some years, these authors discovered the JSS as a platform for their work.JSS covers a wide range of subjects in the field of safety and how it can be organized. Although most articles stem from criminology and/or public management, JSS contains articles from different academic fields such as criminology, communication, law, psychology, engineering, public management, medical science, etc. However, in one and the same article one does not often find a combination of really different academic perspectives, such as engineering and psychology or informatics and criminology. If the JSS aims to be a truly multidisciplinary journal, it should contain more articles of this kind over the next ten years.

    Teenagers between twelve and eighteen years of age are protected by Dutch criminal law against sexual encounters that can be described as ‘voluntarily’. If teenagers are approached without force or approach a person themselves autonomously they are thus protected against such contact, but they could have played a sexual active role nevertheless. How do the alleged offenders in these criminal cases make contact and how are the punishable interactions possible considering the facilitative role of the victim? This paper will deal with the way the officials of the police and justice departments value sexual contacts with youngsters in a diverse range of settings. The crucial question is how the professionals dealing with the protection of youngsters and at the same time safeguarding the legal rights of offenders come to their juridical deliberation.

    Unlike the physical abusers of children, little is known about downloaders of child pornography. The key questions in this article are: who are the downloaders, what are their backgrounds, why and how they download child pornography, how they behave offline and online and what types of downloaders can be distinguished? A simple answer to these questions is currently impossible to give. There is more, preferably longitudinal, research needed on risk factors for downloading child pornography and the various types of downloaders. Combating the downloaders requires a lot of the police in terms of international cooperation and up to date knowledge and expertise. This also served the treatment practices, which is partly dependent on a properly conducted police investigation.

    The distribution of child pornography on the internet is observed as a major social problem. In the Netherlands a lively political-social discussion has emerged concerning the manner in which this can be prevented. The discussion moves between two polarities. On the one hand the dangers of internet censure are emphasised and on the other hand the need for a clamp down in which every measure seems to be justified. The present government wants to combat child pornography and by doing so answer the moral indignation of society. A means that the Dutch government, and on her behalf the police, uses, is blocking websites with child-pornographic content. The possibilities of the Dutch government to filter effectively, however, are restricted. The accuracy of existing filters is low and it is easy to get around filters. In addition, opportunities are restricted by constitutional rights. A filter that stops all websites with child pornography is bound to stop legal internet traffic too. That is at odds with the constitutional rights of freedom of expression and freedom of information gathering. The realisation of a filter that respects fundamental rights and still is able to block child pornography requires a lot of police manpower. This comes at the expense of the tracking down of criminals who produce and distribute child pornography. Furthermore, it is unknown whether the use of the child-pornography filter leads to the purposes for which they are deployed, such as hindering the sale of child pornography or reducing the abuse of children. The police, therefore, is assigned to a task that requires a considerable amount of time, but the benefits of which are unclear.
