Prisoners often encounter multiple barriers when returning to society, resulting in higher risks of recidivism. To overcome these barriers, prison-based and community-based professionals assist with preparation for release. Prison-based professionals, such as the case manager and mentor, screen and monitor the problems regarding work and income, housing, healthcare, financial debts and valid identification. Community-based professionals, such as municipal officials, parole officers, healthcare professionals and volunteers, can provide additional and specialized help. First, this research discusses the current policy of the Dutch Custodial Institutions Agency (DJI) and the role of different types of professionals. Second, it presents a nationwide picture of the extent to which prisoners report contact with prison-based and community-based professionals, and to what degree prisoners appreciate this contact. The results are specified for various types of regimes and time served and are based on 4308 prisoner surveys of the Dutch Prison Visitation Study (DPVS), part of the Life in Custody Study (LIC-study). It turns out that most prisoners seem to be in close contact with prison-based professionals and that prisoners positively value this contact. However, contact with community-based professionals is limited and prisoners are somewhat dissatisfied about their contact with parole officers and municipal officials. Furthermore, the amount of contact differs across various types of regimes and time served. In particular, individuals who recently entered prison report less contact. To conclude, policy implications will be discussed. |

This contribution provides an overview of the legal and criminological research into the decision following the determination of a supervisor that the conditions of a freedom-restricting sanction are not met. It is an important decision, on the one hand because it can result in a more severe sanction than was initially imposed, on the other hand because a decision that is perceived as unfair can influence the extent to which suspects and convicts are willing to comply with conditions, and recidivism. Yet little research has been conducted into this decision. The legal safeguards with which it is accompanied are lagging behind those of the original sentencing decision. Undeserved according to penitentiary experts. The scarce empirical research shows that decision-making involves many different layers and that the actors involved have different goals, ranging from deterrence and emphasizing the credibility of the system to the successful completion of the sanction. Even in countries where regulations have been tightened considerably, the discretionary power of direct supervisors, such as employees of the working project or therapists, is still large. This raises the question to what extent the final decision maker (usually a judge) still has sufficient room to make an independent decision. |

This contribution seeks to bring together three themes in a descriptive and exploratory manner: (a) community service orders, (b) traffic offences and (c) restorative justice; the Dutch situation is central. To this end, the Dutch legal regulation regarding community service orders is first explained. Attention is also paid to existing empirical research on the effectiveness of community service orders in terms of reduction of recidivism (section 2). Furthermore, the sanctioning of traffic offences is discussed as well as the consequences for this of the current bill that seeks to sharpen criminal liability for serious traffic offences (section 3). Subsequently, it is examined which restorative justice provisions or modalities are available and how restorative community service orders are and can be designed (section 4). Finally, I describe my ideal when it comes to the sanctioning of traffic offences in the form of a continuum in which a special role is reserved for restorative community service orders (section 5). The contribution ends with a conclusion (section 6). |

Building on prior quantitative analyses by Rovers (1999) and Rovers and Boers (2009), the present article provides a quantitative overview of 60 years Dutch Journal of Criminology, with an emphasis on the period 1999-2018. Dutch criminology is beginning to lose sight of its first generation of researchers. Males still dominate the top 25 most published authors. A social network analysis of the co-author network on the one hand reveals a significant proportion of singletons. Many of the remaining authors on the other hand, are included in one giant component that links authors directly or indirectly by co-authorship. |

Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected. |

A well-established body of epidemiological research suggests that the prevalence of mental health problems (mental disorders, psychological distress, and substance use) in prisoner populations far exceeds that of non-incarcerated people in the surrounding community. Poor mental health in prisoners is associated with multiple adverse outcomes, including suicidal behaviour. In the past decade, novel data in Belgium and the Netherlands have been published on this topic, which have not been synthesized to date. The aim of the current systematic literature review was to provide an up-to-date overview of the mental health of prisoners in Belgium and the Netherlands. Based on 24 empirical studies conducted in 1997-2018, the authors conclude that people with mental health problems are overrepresented in Belgian and Dutch prisons, providing both a challenge and a public health opportunity to address the mental health care needs of a vulnerable and hard-to-engage population. Investing in the prevention and treatment of mental health problems not only benefits the prisoners concerned, but equally, society at large. |

Illegal weed cultivation is increasingly perceived as an important societal problem. Most of existing research in this area focuses on the criminal organisations active on the cannabis market and the criminal profits that are gained here. The current study however focuses on the actors at the bottom of the cannabis market – the home growers – and aims at answering the following research question: what factors influence the chance of encountering an illegal weed cultivation at a certain residential address? In this study, the risk and protecting factors are taken into consideration on both the individual level (e.g. family composition and financial position of residents) and the neighbourhood level (e.g. social cohesion, physical disorganisation, level of criminality in a certain neighbourhood). In the current study, data of 401 illegal hemp cultivation sites discovered between 2011 and 2016 in homes in Eindhoven, the Netherlands, were analysed. Data from various quantitative data sources – like municipal data (BRP and data from the Social Domain) and data from the municipal neighbourhood monitors – were combined and analysed through a multilevel logistic regression. The results suggest that the likelihood of an illegal weed cultivation site is most prominently influenced by individual factors. Being married for instance seems to decrease the risk, whereas being divorced seems to increase the risk. The housing type also turns out to be of influence. On a neighbourhood level, physical disorganisation and the presence of other hemp cultivation sites in the neighbourhood are the only predictors for hemp cultivation. The results are discussed in the light of criminological theories regarding participation in crime, using the theoretical concepts motivation, opportunity, and control. |

In the current criminological literature surprisingly little is known about the development of partnerships of detainees during and after detention. In particular, it is unknown to what extent existing differences in the relationship quality at the start of the detention period continue. Therefore, this study examined how the partnerships of detainees developed by using data from the Prison Project. This is a longitudinal study in which 747 detainees with a partner were interviewed at various moments during detention and six months after detention. The results show that bad partnerships at the beginning of detention remain in general bad or end during and/or after detention, while the average to good relationships remain the same. |

By manipulating the presence of guardians it is possible to influence the level of prevention. It is argued that a large scale evaluation of such measures is wanted. |

Previous research showed that job applicants with a criminal record have lower chances of obtaining employment compared to job applicants with no criminal record. At the same time empirical studies showed that having a job is especially beneficial for ex-delinquents, as employment was found to lower recidivism. The current study uses an experimental design to look into the influence of a criminal record on employment chances. For this purpose, 520 resumes and motivation letters were sent in response to vacancies published on the internet. All were identical except for the stated offence type (no offence, violent offence, property offence, or sexual offence), duration between conviction and application, business sector and ethnicity of the applicant. Results show no effect for type of offence or no offence on employment chances. However, a strong effect is found for ethnicity. Ethnic minorities with no conviction were even found to have lower chances of receiving a positive reaction compared to applicants with a Dutch name and a conviction for a violent offence. |

This paper examines the relationship between imprisonment length and registered recidivism. The data come from a unique longitudinal and nationwide study of Dutch male prisoners, serving an average of 4.1 months of confinement (N=1,467). Ideally an experimental design would be appropriate to examine the influence of different sentence lengths on recidivism. In order to approximate such a design using observational data, we adopt a propensity score methodology to control for selection bias in the dose-response relationship. Using a six-month follow-up, we do not find significant differences in post-release recidivism between men who spent shorter or longer periods of time in confinement. We discuss the pros and cons of the methodology applied as well as potential implications of the findings. |

The editorial introduction to this special issue on street-level bureaucracy (36 years after the publication of Michael Lipsky’s book) draws attention to the important role of frontline workers in the implementation of policy in practice. The two narratives as distinguished by Maynard-Moody and Musheno (2000) – that of government as an institution and that of the frontline workers themselves – are discussed in the light of the use of discretionary power by the frontline workers. The various dilemmas that the frontline worker encounters while doing so are briefly introduced and the role of the emergence of New Public Management and the resulting public-private partnerships since the eighties discussed. |
