The ‘Shortlist troublesome youth groups’ is a compact survey that enables police-officers to categorize problematic youth groups on a general level. The ‘shortlist’ results in three categories. The least troublesome groups are labelled ‘annoying’, the more serious groups are referred to as ‘disturbing’ and the most serious ones are called ‘criminal’ youth groups. As a quick scan, the shortlist tool has originally been developed in order to prevent criminalization of youth. It has now become a compulsorily used instrument for all 25 police services in the Netherlands. The shortlist is seen as the central starting point that should ultimately lead to the implementation of multidisciplinary interventions to tackle the specific problems that the youth groups cause.This article briefly discusses the highly subjective judgements of perceptions of disorder in society. Against this background this article describes the aim, the benefits and limits to the use of the shortlist. This analysis is based on fifteen years of experience with the annual listing of troublesome youth groups by means of the shortlist at the Haaglanden police service.This contribution concludes that the shortlist is a useful instrument that enables police officers to efficiently categorize problematic youth groups. Several changes by the Haaglanden police service with regard to the content as well as to the procedure further optimized the use of the shortlist. However, its global characteristic hampers evaluation of local safety interventions on the group. Also, comparisons of results between police services are not possible just like that. For those purposes (evaluations and comparisons) additional, i.e. more detailed information on the groups are to be gathered. The shortlist-methodology consists of further steps that include more in-depth analyses.Having said this, the shortlist is a valuable quick scan tool that enables professionals to swiftly categorize problematic youth groups. |

This article offers an alternative view on litter as a sign of disorder (broken windows theory) by presenting qualitative research from the perspectives of juveniles on littering, and the various meanings they give to this behaviour. About 100 teenagers were observed in a variety of public places, such as parks and squares. A symbolic interactionist interpretation suggests that teenagers do not automatically break norms in a ‘disorderly’ environment as suggested by the broken windows theory, nor is this behaviour related to feelings of safety or lack thereof. Teenagers attach various symbolic meanings to litter and littering behaviour as these relate to their desired public identity. These results challenge the notion that litter is a reliable indicator of the experience of public safety, and calls for greater integration of symbolic interactionism within studies using the broken windows theory. |

Employment and crime are commonly assumed to be negatively correlated. Those employed are less likely to commit crimes, and conversely, those who have a criminal record are less likely to become employed. Criminological research has provided strong empirical and theoretical support for the link between employment and crime, but also suggests that a complex set of mechanisms may be at play. Additionally, studies show that employment can also increase the risk of criminal behaviour. In the introduction of this special issue, three causal relationships in the work-crime nexus will be discussed: employment causing crime, employment preventing crime, and crime blocking future employment. |

Using longitudinal data on the criminal careers of a group of high-risk men and women (N=540) who were institutionalized in a Dutch juvenile justice institution, this article addresses the effects of employment on crime. Results show that a large part of the sample is convicted for a serious offence at least once during the follow-up period. Participation and frequency of offending are higher among men compared to women. Employment participation of both men and women is below average. Fixed effects as well as random effects models show employment to reduce the odds of offending. Only for men, employment stability has an additional negative effect on offending. |

A period of labor market absence decreases the chance to get a job. Previous research showed that labor market positions of both incarcerated and temporarily unemployed people are worse after compared to before the (forced) time out of the labor market. It remains uncertain which mechanisms cause the negative association between labor market absence and employment outcomes. In this paper we investigate whether incarceration affects the time to employment differently than regular unemployment. Using an unique quasi-experimental design we conduct event history analyses in order to estimate to what extent job opportunities differ for a group of ex-prisoners (N=1,790) and a group of unemployed future prisoners (N=266). The results show that ex-prisoners find a job more quickly than unemployed future prisoners. Possibly, training, aftercare and the prison experience (deterrence) have a positive effect in the period right after release. |

White-collar crime is mostly committed by men. It remains to be seen if this will stay this way. Increasing numbers of women succeed in attaining management positions in organizations. Could we therefore expect an increase in female white-collar crime?Criminological theories on female crime and on white-collar crime lead to contradicting hypotheses.Research on white-collar and organizational crime predominantly produces a situational hypothesis explanation according to which we could expect that the rise of women in organizational hierarchies will also bring more female white-collar crime.Research on female delinquency might lead to an opposite gender-difference hypothesis that would predict less white-collar crime, because they have a lesser tendency to show risky behavior.In this article, both assumptions will be elaborated for further research, against the background of possible gender bias in the relation between women and white-collar crime. |

The backgrounds of the female vagabonds and beggars at the end of the 19th century show that contrary to their male counterparts, these females originated almost exclusively from the lower echelons of society. Their professions and those of their parents and husbands were low and ill-paid. Disease was prevalent, mortality was high and many of them had physical or psychological problems. Most of them were single and 25 percent had children out of wedlock. 20 Percent was convicted for mostly minor crimes. Because of their behaviour it is likely that they were not accepted by their family and received no support from the church or other institutions for relief of the poor. To beg and get convicted to RWI-placement may have been their only remaining survival strategy once they were old and ill. |

Legislation affects restorative justice in four ways: existing legislation may allow it, new laws may enable it, laws may limit it, or restorative justice may be the norm. Examples from different countries are given and specific questions about the relationship of restorative justice to the criminal justice system discussed. It is suggested that, broadly speaking, safeguards should be legislated and practice regulated by an independent body. It is concluded that restorative practices, have the potential to transform society’s response to harmful behaviour. |

This article focuses on the differences in perception that appear when the English and Dutch discourses on anti-social behaviour and street terror are compared. The political and media discourses in the Netherlands focus on the migration background of the youth responsible (mainly Moroccan juveniles) whereas in England and Wales the possible influence of discrimination is stressed. The analysis of the two discourses reveals that although the problems in the two countries are in essence comparable, very different discourses have developed. |

Little is known about children when the mothers are imprisoned. Especially in the Netherlands, hardly any empirical research has been conducted regarding the whereabouts and psychological well-being of children with incarcerated mothers. We visited and collected data from four female prisons. Via the mothers’ consent we contacted the children and their caregivers. First, we conducted a semi-structured interview about the wellbeing of the child during the separation through detention of mother and child. Second, we asked mothers and caregivers to complete checklists of behavioral problems. The caretaking situation turned out to be diverse. Generally, the children experienced both internalizing and externalizing behavioural problems and specific problems associated with the detention of their mothers. The well-being of the children seems to be partially related with the incarceration of the mother. However, it also turned out that quite a few risk factors such as a broken home and neglect is present for the child being raised. Results are discussed as well as some recommendations for future research. |

The employment of private security guards has increased in many European countries in recent decades and the Netherlands is no exception. However, despite large increases in the growth of the private security industry, little is known about how the public perceives agents of private policing and their role in crime prevention and enhancing the public’s sense of safety. In this paper we examine public perceptions of private security personnel. More specifically, we examine citizens’ perceptions and expectations toward the nature of security guards’ work and their relationships with public police, as well as citizens’ level of satisfaction with private security services. Findings suggest that overall Dutch citizens have mixed opinions of security guards. Nonetheless, contrary to what is often assumed about the public image of private security, findings also suggest that respondents are sometimes surprisingly positive in their reactions. |
